مقدمه: امروزه ، بیماران نسبت به گذشته آگاهی بیشتری در مورد خدمات پزشکی و حقوق خود کسب کرده اند و خواسته ها و انتظارات جدیدی مطرح می کنند. با توجه به افزایش آگاهی بیماران از حقوق خود، ضرورت دارد که کلیه اعضای گروه ارائه مراقبت به بیمار و از جمله مدیران بیمارستان که در کانون شبکه تصمیم گیری قرار دارند، از ضوابط و مقررات قانونی مربوط به حقوق بیماران آگاه باشند تا در جهت ارائه خدمات با کیفیت و توام با احترام به بیماران گام بردارند. هدف از این مطالعه بررسی میزان آگاهی مدیران بیمارستان های دولتی شهر تهران از حقوق بیمار می باشد.
روش بررسی: این پژوهش یک مطالعه توصیفی- تحلیلی است که به روش مقطعی در سال 1383 انجام شده است. جامعه پژوهش شامل کلیه مدیران بیمارستان های دولتی شهر تهران بود که 35 نفر آنها به سوالات پاسخ دادند. ابزار سنجش، پرسشنامه ای 50 سوالی است که 14 سوال آن درباره مشخصات فردی مدیران بیمارستان و 36 سوال درباره حقوق بیمار بود که روایی و پایایی آن مورد تایید قرار گرفت. اطلاعات توسط نرم افزار SPSS و با استفاده از آزمون های آماری و فیشر تحلیل شد.
یافته ها: نتایج بدست آمده نشان داد که 5/34 درصد مدیران بیمارستان های دولتی از سطح آگاهی خوب، 5/48 درصد از سطح آگاهی متوسط و 17 درصد از سطح آگاهی ضعیف برخوردار بوده اند. همچنین آگاهی بیماران در 5 حیطه تخصصی حقوق بیمار مورد بررسی قرار گرفت. بیشترین میزان آگاهی در حیطه «حق دسترسی بیمار به خدمات بهداشتی درمانی» و کمترین آن نیز در حیطه «آگاهی بیمار از بیماری خود» بود. مدرک تحصیلی،رشته تحصیلی و گذراندن دوره های مدیریتی سه عامل موثر بر میزان آگاهی مدیران بیمارستان های دولتی از حقوق بیمار بود.
نتیجه گیری: به طور کلی 5/65 مدیران بیمارستان های دولتی تهران آگاهی خوبی نسبت به حقوق بیمار نداشتند و میتوان پیش بینی کرد که آگاهی ضعیف، عملکرد ضعیف را بدنبال خواهد داشت. بنابراین ارتقا آگاهی مدیران بیمارستان از حقوق بیمار با توجه به آگاهی روز افزون بیماران از حقوق خود نیازی است که ضرورت ان احساس می شود و باید تدابیر جدی در این زمینه اتخاذ و به مورد اجرا گذاشته شود.
Introduction: The patient who is referred to a medical center for the physical or mental injuries has legal and official rights. With due attention to the increasing knowledge of patients about their rights and also their needs and expectations from medical centers، it is necessary that all members involved in of caring of patient، including hospital managers، be aware of patient rights. This study was conducted to determine the level of knowledge of administrators in Tehran governmental hospitals about patients' rights (2004). Methods: This was a descriptive analytical study using cross-sectional method. Subjects were all administrators of governmental hospitals in Tehran (n=46). Data were collected by a 36 items questionnaire and analyzed by SPSS. Fisher and ?2 testes. Results: Our findings showed that 34.5% the administrators had good knowledge، 48.5% had intermediate and 17% had poor knowledge about patients' rights. Also level of knowledge of hospital's administrators was considered in 5 fields of patient rights: access to medical services، informed consent، individual freedom، awareness، and privacy. Educational degree، major of study and trained in managerial courses was three effective factors on knowledge of Tehran governmental hospital administrator about patient rights. Conclusion: All in all 65.5% the administrators did not have good knowledge level about patients rights and due to knowledge is the base for functionality، therefore it could be predictable that performance of hospital administrators about patient rights rooted in confronting hospital administrators their knowledge level with the rise in the patient's awareness of their rights. This should cause major challenges there for a training courses about this subject must be held for hospitals administrators. For hospital administrators، therefore، the need to improve the administrators' knowledge concerning the issue would deem essential and the necessity of training the administrators to meet those challenges seems inevitable، therefore polices should geared towards those needs.
