کشورهای صنعتی همواره در مذاکرات خود با کشورهای تولید کننده نفت به خصوص کشور های عضوOECD با اشاره به اینکه افزایش قیمت نفت باعث کاهش رشد اقتصادی می شود، خواهان تلاش این کشورها برای کنترل قیمت نفت با افزایش عرضه نفت هستند.
در این مطالعه ضمن تحلیل سیاستهای انرژی و اهداف وضع مالیات روی فرآوردههای نفتی در کشورهای صنعتی، اثرات قیمت نفت خام و مالیات فرآوردههای نفتی بر روی قیمت و مقدار تقاضای تعادلی فرآوردههای نفتی با ارائهی یک مدل اقتصاد سنجی مورد تحلیل و بررسی قرار میگیرد.
نتایج این مطالعه نشان میدهد که اثر مالیات فرآوردههای نفتی روی قیمت و مقدار تقاضای تعادلی فرآوردههای نفتی بیشتر از اثر قیمت نفت خام میباشد، چرا که افزایش یک درصدی قیمت نفت خام، قیمت تعادلی فرآورده را به شرط ثابت بودن سایر شرایط 0/22 درصد افزایش میدهد، در حالیکه افزایش یک درصدی مالیاتها، قیمت تعادلی فرآورده را 0/61 درصد افزایش میدهد؛ یعنی اثر آن تقریبا سه برابر تاثیر افزایش نفت خام است. همچنین بر مبنای نتایج حاصل شده، افزایش یک درصدی قیمت نفت خام، مقدار تقاضای تعادلی فرآورده را به شرط ثابت بودن سایر شرایط 0/30 درصد کاهش میدهد، در حالیکه افزایش یک درصدی مالیاتها، 0/07 درصد مقدار تقاضای تعادلی فرآورده را (که از نظر کشورهای صنعتی نقش مهمی در تولید و رشد اقتصادی آنها دارد) کاهش میدهد، یعنی اثر آن تقریبا 2 برابر تاثیر افزایش قیمت نفت خام است، بنابراین کشورهای تولید کنندهی نفت میتوانند در مذاکرات و چانهزنیهای خود با کشورهای مصرفکننده به تبیین نقش مالیات بر قیمت فرآوردههای نفتی بپردازند و از آنها بخواهند که در جهت تثبیت قیمت فرآورده، تعدیل لازم را در مالیاتها انجام دهند .
Industrial Countries in their Negotiation with oil producing countries particularly OPEC, in view of the fact that an Increase in the price of oil is conducive to the reduction of economic growth, expect efforts on the parts of these countries to control price through increase in production.
This paper presents an economy assessing model through reviewing energy policy and goals of price taxes on the petroleum products in OECD countries and petroleum taxes on the petroleum market price.
The study reveals that an increase of one percent of crude oil prices will lead to 0.22 percent increase in the market price of the oil products if the other factors are kept constant. one percent increase in tax leads to 0.61 percent increase in the market price of oil products and this is exactly three times increase as a result of one percent increase in the price of crude oil. It should be added that if all factors don't change, there would be 0.03 percent reduction in oil demands. An increase of one percent on tax leads to reduction of 0.07 percent product demand (which is a very important factor in the economy of industrialized countries) and its outcome is twice the result of the increase of crude oil. As a result, oil producing countries can argue and barging on the role of tax on oil products and expect them to fix the price and bring about any modification on taxes.
