خلاصة:
اهداف و زمینه ها: از دهه 1980 با تفوق فزایندۀ دیدگاه های نئولیبرالیستی و با کاهش سرمایه گذاری دولت در امور عمومی هرچه بیشتر از کارکردها و نقش تصدی گری دولت در اقتصاد کاسته و به نقش نهادها، شرکتها و نیروهای غیردولتی در مدیریت و تولید فضا افزوده گردید. از جمله موجب تضعیف اثرگذاری مستقل نهادهای وابسته به حکومت در مدیریت و آمایش فضای سرزمینی گردید. در این پژوهش کوشش گردیده با مراجعه به مستندات معتبر نظری دسته بندی نوینی از کارکردهای دولت و چگونگی مطالعۀ آن در مدیریت و آمایش فضای سرزمینی در چارچوب دیدگاه نئولیبرالیسم ارائه گردد. این پژوهش از نوع تئوریک و روش جمع آوری داده ها و اطلاعات در این پژوهش اسنادی و کتابخانه ای و شیوۀ تحلیل اطلاعات نیز توصیفی - تحلیلی بر مبنای رویکرد استنتاجی می باشد.
نتیجه گیری: از آنجائیکه آمایش سرزمین متأثر از انگیزۀ سودمحور اقتصادی مبتنی بر تجارت آزاد می باشد لذا دولت فاقد جایگاه و کارکرد مستقل در برنامه ریزی آمایش فضای سرزمین می باشد. در این راستا نهادهای دولتی صرفاً از طریق برنامه ریزی آمایش سرزمین بدنبال گسترش و تداوم چرخۀ سودآورتر نمودن مناطق مستعد و ایجاد تسهیل در بازگشت سریع تر سرمایه از طریق سیاست های مالیاتی و هماهنگی با خواست شرکت ها و نهادهای اقتصادی می باشند. در تدوین سیاست های آمایش سرزمین توسط دولت ها در الگوی نئولیبرالیستی مناطق مختلف در زیرمجموعه سطح سرزمین از ارزش یکسانی در جذب سرمایه برخوردار نبوده و قطبش فضایی در جمعیت، حرکت و فعالیت در فضای سرزمینی همواره وجود خواهد داشت. بر این مبنا آمایش سرزمین در الگوی نئولیبرالیستی موجب اهمیت یابی مفهوم سطح بندی، رتبه بندی و افول مفهوم عدالت فضایی مورد نظر الگوی کینزی در مطالعات آمایش سرزمین گردیده است.
Introduction and Background: With the ever-increasing superiority of neoliberalism views and decreasing government investments in public affairs since the 1980s, the functional and ownership roles of the government have been reduced. These functions replaced by the actively growing roles of corporations and nongovernmental institutions in space development and management. For instance, the independent effectiveness of government-run institutions has been overshadowed in spatial planning and management. In other words, the Keynesianism-neoliberalism transition has introduced a novel typology into the government performance in spatial planning. This study aimed to propose a new classification of government functions and a method of analyzing those functions in spatial planning and management within the framework of neoliberalism through a review of validated theoretical literature. This paper has fundamental approach and data method collection in this research is based on documentary and library sources and the method of data analysis is descriptive-analytical based on deductive approach.
Conclusion: Spatial planning management within Neoliberalism is influenced by free trade profit motivation. Therefore, the government cannot have independent position and function in spatial planning. In this regard, government agencies seek to expand the capital accumulation cycle in the appropriated area with spatial planning. They also seek to facilitate faster return of capital by tax policies and They are looking to match with companies demands in national and global scale. In the neoliberalist paradigm, the different regions under the subordination of land do not have the same value in attracting capital and there will always be space polarization in population, movement and activity in the territorial space. In the absence of independent government functioning, this process has made the Keynesian model of land conceptualization, ranking and decline of the concept of spatial justice more important in land-use studies.
