خلاصة:
إستحوذ موضوع مکافحة الفساد علی إهتمام أعضاء المجتمع الدولی منذ القدم، و ذلک بالنظر إلی الآثار السلبیة التی تنجر عن
هذه الظاهرة، و تمس البنی القاعدیة لأی دولة، أکانت إقتصادیة، أو إجتماعیة، أو سیاسیة. و بشکل ما تفض ی عنه النزاعات
المسلحة بمختلف أشکالها عن خسائر بشریة، فإن الفساد لا یقل عنها خطورة، باعتبار أن إستحواذ کبار المسؤولین علی أکبر جزء
من الموارد العامة لخدمة مصالحهم الشخصیة من شأنه أن یحرم الطبقات الضعیفة من المجتمع من المستلزمات الحیویة لبقائهم،
وتلاحظ هذه الآثار بشکل جلی فی الدول الفقیرة. و نظرا لطبیعة هذه الجریمة العابرة للحدود لم یکن غریبا ملاحظة تضاعف
الجهود علی الصعید الدولی لمکافحتها، سیما من خلال إبرام الإتفاقیات الدولیة ذات الصلة، لعل أبرزها إتفاقیة الأمم المتحدة
لمکافحة الفسد لسنة 2003.
The issue of anti-corruption has captured the attention of members of the international community since ancient
times, And this is in view of the negative effects that result from this phenomenon, and affect the basic structures of
any country, on the Economic, or social, or political level. And in a way that armed conflicts in its various forms lead
to human losses, corruption is no less dangerous, considering that the acquisition by senior officials of the largest part
of public resources to serve their personal interests would deprive the vulnerable classes of society of the vital
requirements for their survival, These effects are most noticeable in poor countries. Given the nature of this crossborder
crime, it was not surprising to note the multiplication of efforts at the international level to combat it, especially
through the conclusion of relevant international agreements, perhaps the most prominent of which is the United
Nations Convention against Corruption of 2003.
