بررسی نقش نیروهای نظامی در مدیریت بحران های طبیعی (مطالعه موردی: نقش نیروهای نظامی ژاپن در مدیریت زلزله) مقالة

بحران های طبیعی همواره یکی از پرچالش ترین رویدادهای زندگی بشر محسوب می شود. فارغ از دلایل وقوع بحران و الزامات و ضروریات پیشگیری از وقوع آنها، مدیریت مطلوب بحران بسیار حائز اهمیت است. نیروها و سازمان های نظامی به عنوان یکی از مهمترین مجموعه های سازماندهی شده، همواره می توانند نقش مهمی در مدیریت بحران ایفاء کنند. این پژوهش با روش توصیفی ـ تحلیلی می‌کوشد تا به این سؤال اساسی پاسخ دهد که نیروهای نظامی در مدیریت بحران های طبیعی چه نقش و یا کارکردی می توانند داشته باشند؟ برای دست یابی به یافته ها و نتایج مطلوب تر از تجارب مدیریتی کشور ژاپن و نقش نیروهای نظامی آن کشور در وقوع بحران ها و مدیریت آنها بهره گرفته شده است. یافته‌های پژوهش نشان می‌دهد که نیروها و سازمان های نظامی با نقش آفرینی در چهار حوزه« فعالیت ها و کارکرد مدیریتی»، «فعالیت ها و کارکرد امدادرسانی»، « فعالیت ها و کارکرد امنیتی» و « فعالیت ها و کارکرد پشتیبانی» می توانند دولت را در مدیریت بحران های طبیعی کمک و یاری کنند.

Natural crises are always considered one of the most challenging events in human life. Regardless of the causes of the crisis and the requirements and necessities of their prevention, the proper management of the crisis is very important. Military forces and organizations, as one of the most important organized groups, can always play an important role in crisis management. This research tries to answer the basic question with descriptive-analytical method, what role or function can the military forces have in the management of natural crises? In order to achieve more favorable findings and results, the management experiences of Japan and the role of the military forces of that country in the occurrence of crises and their management have been used.The findings of the research show that military forces and organizations by playing a role in the four areas of "management activities and functions", "relief activities and functions", "security activities and functions" and "support activities and functions" can support the government. help in the management of natural crises.
