ویژه‌نامه ارزیابی و تحلیل تاریخی و انتقادی سیاست‌های توسعه اقتصاد دانش بنیان در ایران افتتاحية

توجه به ضرورت توسعه اقتصاد دانش ‌بنیان در معنای گسترده آن که به معنای اهمیت یافتن دانش در ایجاد ارزش افزوده اقتصادی است، در دهه‌‌های اخیر در کشور عمدتا از سوی نهادهای علمی و پژوهشی و با نگاهی خطی مطرح شده و به فضای سیاستگذاری کلان کشور وارد شده است. تاکیدات مکرر رهبر معظم انقلاب اسلامی مبنی بر محوریت علم در اقتدار و ثروت ملی و پیشرفت علمی و فناورانه کشور نیز باعث شده است ضرورت توسعه اقتصاد دانش‌‌بنیان به عنوان یکی از موضوعات مهم در سیاستگذاری عمومی مورد توجه قرار گیرد. با تصویب قانون تاسیس وزارت علوم و تشکیل معاونت علمی و فناوری رئیس‌‌جمهور، گام‌‌های مهمی در دهه 80 برای نهادسازی تخصصی در ارکان حکمرانی در این خصوص برداشته شد، لیکن موازی‌‌کاری‌‌ها و همپوشانی‌‌ها میان ماموریت‌‌های این دو نهاد همچنان وجود داشت. در همین راستا و بمنظور تقویت مباحث نظری در حوزه سیاستگذاری اقتصاد دانش‌‌بنیان با رویکرد اخیر، مجله مطالعات راهبردی سیاستگذاری عمومی اقدام به انتشار ویژه نامه اقتصاد دانش‌‌بنیان نمود. بیش از 30 عنوان پژوهشی مرتبط با سیاستگذاری اقتصاد دانش بنیان به مجله ارسال شد و از آن میان بیش از 10 عنوان چکیده برای انتشار در ویژه‌نامه مورد تایید قرار گرفت و در نهایت 6 عنوان مقاله با تایید درفرآیند داوری در قالب ویژه نامه بصورت عمومی منتشر و پیش‌روی شما قرار دارد. تلاش شده است مقالات به گونه‌‌ای انتخاب شوند تا مطالعه موردی در خصوص ابعاد اصلی سیاستگذاری اقتصاد دانش بنیان اعم از نهادهای سیاستگذاری، زیرساخت‌های عمومی سیاست گذاری و نیز سیاست‌‌های موضوعی را مورد توجه قرار دهد.

Paying attention to the necessity of developing a knowledge-based economy in its broad sense, which means finding the importance of knowledge in creating added economic value, has been brought up in recent decades in the country mainly by scientific and research institutions and with a linear perspective, and entered into the country's macro policy environment. More than 30 research titles related to knowledge-based economy policymaking were sent to the journal, and among them, more than 10 abstract titles were approved for publication in the special issue, and finally, 6 article titles were approved in the refereeing process in the form of a special issue. It is in front of you.An attempt has been made to select the articles in such a way that the case study regarding the main dimensions of knowledge-based economy policymaking, including policymaking institutions, public policymaking infrastructures, and thematic policies, will be considered.
