اثر حجم نقدینگی بر تورم در ایران با رویکرد مدل پارامتر زمان متغیر مقالة

چکیده گسترده معرفی در زمینه اثرگذاری سیاست‌های پولی بر نرخ تورم، تحقیقات زیادی انجام شده که در اغلب آن‌ها شکست ساختاری مورد بررسی قرار نگرفته و از روش رگرسیونی با پارامتر ثابت استفاده کرده و به نتایج متفاوتی رسیدند. لوکاس (۱۹۷۶) معتقد است که هر تغییر در رژیم سیاستی می‌تواند موجب شکست ساختاری در پویایی‌های تورم شود و هر تحلیل سیاستی که این شکست‌ها را لحاظ نکند، طبیعتاً اعتبار چندانی نخواهد داشت. بنابراین بررسی این موضوع که حجم نقدینگی تأثیر متفاوتی در طول زمان بر تورم دارد یا خیر، از اهمیت ویژه‌ای برخوردار بوده و استفاده از روش‌های جدید مدل‌ رگرسیونی با پارامترهای متغیر در طی زمان می‌تواند منجر به تحلیل‌های سیاستی دقیق‌تر و در نتیجه اتخاذ تصمیمات اقتصادی درست‌تر شود. متدولوژی با توجه به اهمیت رابطه بین حجم نقدینگی و نرخ تورم در سیاست‌گذاری بخش پولی، بررسی این موضوع که حجم نقدینگی تأثیر متفاوتی در طول زمان بر تورم دارد یا خیر، از اهمیت ویژه‌ای برخوردار بوده و استفاده از روش‌های جدید مدل‌ رگرسیونی با پارامترهای متغیر در طی زمان، می‌تواند منجر به تحلیل‌های سیاستی دقیق‌تر و در نتیجه اتخاذ تصمیمات اقتصادی درست‌تر شود. تحقیق حاضر با استفاده از مدل رگرسیونی با پارامترهای متغیر در طی زمان (TVP) و رهیافت فیلتر کالمن، به بررسی و واکنش نرخ تورم در طی زمان نسبت به متغیرهای تأثیرگذار مانند نرخ تورم دوره قبل، نرخ تورم انتظاری، نرخ تورم وارداتی، شکاف تولید و خصوصاً حجم نقدینگی در دوره زمانی مورد مطالعه پرداخته است که به ‌کارگیری تکنیک پارامتری متغیر در طی زمان از نوآوری این تحقیق محسوب شده و نتایج دقیق‌تری به ما می‌دهد. یافته‌ها بررسی روند تغییرات نرخ رشد نقدینگی، نرخ تورم و نرخ رشد تولید ناخالص داخلی نشان می‌دهد که در اغلب سال‌ها نرخ رشد نقدینگی اثر مثبت بر روی نرخ تورم دوره بعد داشته است. ولی در بعضی از سال‌ها علی‌رغم افزایش نرخ رشد نقدینگی، نرخ تورم دوره بعد کاهش یافته و همچنین در بعضی از سال‌های دیگر علی‌رغم کاهش نرخ رشد نقدینگی، نرخ تورم دوره بعد افزایش یافته است. که می‌توان گفت که در کوتاه مدت، تورم در ایران صرفأ یک پدیده پولی نیست. همچنین با توجه به این که در بعضی از سال‌ها نرخ تورم نسبتاً بالا بوده ولی در دوره بعد نرخ رشد نقدینگی افزایش یافت و یا در بعضی از سال‌های دیگر نرخ رشد تولید ناخالص داخلی نسبتاً پایین بوده ولی در دوره بعد نرخ رشد نقدینگی کاهش یافت، می‌توان گفت که تغییرات نرخ رشد نقدینگی در ایران متناسب با تغییرات نرخ تورم و نرخ رشد اقتصادی نبوده و این نشان دهنده آن است که سیاست‌گذاری در بخش پولی نادرست بوده است. نتیجه در تحقیق حاضر، نتایج حاصل از تخمین مدل رگرسیون با پارامترهای متغیر در طول زمان و بررسی روند ضرایب متغیرهای توضیحی در طول زمان، نشان می‌دهد که این ضرایب در طول دوره زمانی مورد مطالعه ثابت نبوده و در اثر تکانه‌های برون‌زا مانند انقلاب، جنگ، شوک‌های قیمتی نفت، سیاست‌های اقتصادی اعمال شده، تحولات ساختاری، موضع‌گیری‌های سیاسی بین‌المللی و تحریم‌های اقتصادی، در طول زمان تغییر کرده‌اند. یعنی علاوه بر حجم نقدینگی، متغیرهای دیگری مانند نرخ تورم تأخیری، نرخ تورم انتظاری، نرخ تورم وارداتی و شکاف تولید ناخالص داخلی نیز به صورت متغیر در طی زمان بر نرخ تورم اثر می‌گذارند.

EXTENDED ABSTRACT INTRODUCTION In the field of the impact of monetary policy on inflation, much research has been done, in most of which structural failure has not been studied and the regression method with a fixed parameter has been used and reached different results. Lucas (1976) argues that any change in policy regime can lead to structural failures in inflation dynamics, and that any policy analysis that does not take these failures into account will naturally have little validity. Therefore, it is important to examine whether the volume of liquidity has a different effect on inflation over time and using new regression model methods with variable time parameters can lead to more accurate policy analysis and thus more accurate economic decisions. METHODOLOGY Given the importance of the relationship between liquidity and inflation in monetary policy, it is important to examine whether the volume of liquidity has a different effect on inflation over time and using new regression model methods with variable time parameters can lead to more accurate policy analysis and thus more accurate economic decisions. Using a regression model with time varying parameter (TVP) and the Kalman filter approach the present study examines the reaction of the inflation rate over time to the influential variables such as the inflation rate of the previous period, the expected inflation rate, the imported inflation rate, the production gap and especially the volume of liquidity in the period under study in which the application of time-varying parametric technique is considered as an innovation of this research and gives us more accurate results. FINDINGS Examining the changes in the growth rate of liquidity, inflation rate and GDP growth rate shows that in most years, the growth rate of liquidity has a positive effect on the inflation rate of the next period. But in some years, despite the increase in the growth rate of liquidity, the inflation rate of the next period has decreased. Also, in some other years, despite the decrease in the growth rate of liquidity, the inflation rate of the next period has increased. It can be said that in short term, inflation in Iran is not just a monetary phenomenon. Also, due to the fact that in some years the inflation rate was relatively high, but in the next period, the growth rate of liquidity increased or in some other years, the GDP growth rate was relatively low, but in the next period, the liquidity growth rate decreased. It can be said that the changes in the growth rate of liquidity in Iran were not commensurate with the changes in inflation rates and economic growth rates and this shows that monetary policy has been wrong. CONCLUSION In present study, the results of estimating the regression model as a variable time parameter and examining the trend of coefficients of explanatory variables over time in this study show that these coefficients have not been constant during the period under study and have changed over time due to external shocks such as revolution, war, oil price shocks, applied economic policies, structural changes, international political stances and economic sanctions. That is, in addition to the volume of liquidity, other variables such as delayed inflation rate, expected inflation rate, imported inflation rate and GDP gap also have a variable effect on inflation rate over time.
