اساس تاسیسات و تجهیزات شهری را خدمات شهری مانند سیستم های آب، برق، گاز، تلفن، فاضلاب و ماهواره ها تشکیل می دهد که کمبود آنها مشکلاتی را برای آسایش و رفاه حال شهروندان به دنبال خواهد داشت. از آنجایی که زیرساخت های شهری از اصلی ترین عناصر شاخص و تشکیل دهنده فرم شهر محسوب می شوند و تاسیسات شهری نقش تعیین کننده ای نیز در خلق منظر شهر بازی می کنند، لذا مدیریت این زیرساخت ها در شهر ضروری به نظر می رسد تا به کمک آن بتوان نارسایی های کالبدی عوامل تشکیل دهنده محیط را کاهش داد و به دنبال آن رضایت نسبی شهروندان را تامین کرد.
نیازهای رو به رشد خدمات شهری دنیای امروز لزوم استفاده از فضاهای زیر زمین را الزامی می کند. تونل های مشترک در شهر امکانی برای سامان بخشیدن به زیرساخت های شهری است که نقش خود را در به وجود آوردن منظری مناسب در شهرها به اثبات رسانده است. برخی از کشورهای پیشرفته این تونل ها را به گونه ای طراحی کرده اند که علاوه بر پاسخ دادن به نیازهای فنی، تاسیساتی و تجهیزات شهر، می توان در زمان های خاص و مواقع اضطراری از این مکان به عنوان پناهگاه و یا مسیر دسترسی برای نجات جان شهروندان استفاده کرد. به دنبال این اقدامات، شهر از چهره ای مغشوش و ازدحام کابل ها، سیم ها و تجهیزات انتقال نیرو خالی شده و از همه مهم تر اینکه در زمان تعمیر و یا تغییر سیستم ها بدون هیچ گونه تخریب در سطح شهر می توان به اصلاح آن اقدام کرد و در نتیجه مدیریت زیرساخت های شهری و اصلاح آنها در شهر با سهولت بیشتری انجام می شود.
The city utilities and equipments are the foundations of the city services such as water، electricity and other power lines and the people’s peace would be certainly disturbed in their shortage; it is the reason for considering the city infrastructures one of the most basic elements in forming a city. Therefore their management is essential for the city in order to reduce the insufficiencies of the environment and to satisfy the citizens.
The infrastructures not only are necessary in meeting daily public needs، but they are also necessary in meeting other needs. As a result the infrastructure development will meet a wider range of public needs as well as being the source for economic and industrial activities. In some developed countries، besides their basic role in meeting technical needs they are also designed to accommodate people in the natural crisis. The life of the infrastructures is tied to the physical life of the societies for their existence is essential for the maintenance and sustainability of public life in the city. City utilities and equipments can be considered a sub – system that forms the city alongside the route and housing sub –systems.
Despite their fundamental role in the material life of the city، mismanagement of them can cause visual pollution and a disturbed landscape. Constructing a common utility duct is a wise act in aggregation of city services and an easy way for repair and maintenance which can also provide a delicate and an undisturbed cityscape for citizens.
