چکیده:
هدفت هذه الدراسة إلى تحديد طبيعة العلاقة بين الاستثمارين العام والخاص في الأردن
2014 (، من خلال صافي التأثير المباشر وغير المباشر بينهما، - خلال الفترة ) 1976
باستخدام نموذج قياسي مكون من معادلات آنية، تم تقديره باستخدام منهجية المربعات
الصغرى ثنائية المراحل، وأظهرت نتائج التقدير أن العلاقة المباشرة بين الاستثمارين العام
والخاص هي علاقة تزاحم، في حين أظهرت النتائج أن هنالك علاقة تكامل غير مباشرة
بينهما، وعند إيجاد صافي التأثير للعلاقة المباشرة وغير المباشرة بين الاستثمارين العام
والخاص، تبين أنها إيجابية وتساوي 1.14 ، وبذلك تكون العلاقة بينها علاقة تكامل.
وبناءً على نتائج الدراسة تم التوصية بعدم انسحاب الحكومة من النشاط الاقتصادي،
بل زيادة المشاركة الاقتصادية للحكومة من خلال زيادة استثماراتها العامة، والعمل على
إيجاد مزيد من الشراكة بين القطاعين العام والخاص، وإنشاء صندوق استثماري لاستقطاب
السيولة الفائضة من المؤسسات المصرفية المحلية، والصناديق السيادية العربية، ومختلف
مؤسسات القطاع الخاص، والأفراد؛ وذلك لتمويل مشاريع التنمية الوطنية؛ التي تعود بالنفع
على المساهمين جميعا.
This study aimed to determine the nature of the relationship between
public and private investment in Jordan during the period 1976-2014
through the net direct and indirect effect between them. To this end, the
study used an econometrics model comprising simultaneous equations.
The model was evaluated through the use of the two-phase least square
framework. The evaluation results showed that the direct relationship between
public and private investments is a crowding-out one, while the indirect
relationship is a crowding-in relation. Thus, the final relationship
can be described as a crowding-in relation through the net direct and indirect
relationship between public and private investment, which is found to
be positive and equal to 1.14. The study recommended the following: the
government needs to increase its economic involvement by boosting its investments.
It needs to create an investment fund to attract surplus liquidity
from local banks, Arab sovereign funds, various private sector institutions,
as well as from individuals, so as to finance national development projects
that would benefit all shareholders.
