چکیده:
با توجه به اهمیت روزافزون فرهنگ در روابط بینالملل و تأثیرگذاری این مؤلفه بر کشورها و به ویژه اثربخشی عناصر فرهنگی ایران و ترکیه؛ نگارنده در چارچوب نظریه قدرت نرم و سیاستگذاری فرهنگی با رویکرد مقایسهای به این پرسش اساسی پرداخته است: بین دو کشور ایران و ترکیه در سیاستهای فرهنگی تأثیرگذار بر قدرت نرم، چه وجوه اشتراک و اختلافی وجود دارد؟ فرضیه مقاله بر این مبنا قرار دارد که با توجه به همسانی/ناهمسانی الگوی ساختاری و الگوی اجرایی سیاستگذاری فرهنگی دو کشور، شباهت/تفاوتهایی در کاربرد ابزارهای سیاستگذاری فرهنگی بر قدرت نرم در حوزه صنایع فرهنگی به صورت خاص وجود دارد. یافتههای پژوهش نشان داد، سیاست-گذاری فرهنگی در حوزه صنایع فرهنگی توسط ایران و ترکیه برای تولید قدرت نرم در خاورمیانه و بخشهایی از اروپا و آفریقا مورد استفاده قرار گرفته است. در خصوص ایران تحولات منطقهای، مشکلات اعتباری، سیاست تمرکزگرایی فرهنگی، عدم استقلال اقتصادی رسانهها، عدم حمایت دولت از صنایع فرهنگی، افزایش فرقهگرایی در جهان و ناتوانیهای ایران در نفوذ به کشورها از طریق ابزارهای جذاب قدرت نرم را میتوان برای عدم موفقیت ایران در حفظ وجهه مطلوب خود در منطقه برجسته کرد. ترکیه نیز تا سال 2013 به عنوان یک بازیگر مهم در عرصه قدرت نرم مورد بود؛ بااین حال محدودیتهای آزادی بیان، سانسور رسانهای و سرکوب مخالفان بر روی رتبه فعلی قدرت نرم ترکیه نیز تأثیر گذاشت و به دلیل عقبماندگی دموکراتیک، ظرفیت جذب مخاطبان بینالمللی به ویژه در غرب کاهش یافت.
Considering the growing importance of culture in international relations and the impact of this component on countries and especially the effectiveness of cultural elements of Iran and Turkey; The author, with the framework of soft power theory and cultural policy-making with a comparative approach, has addressed the basic question of what are the commonalities between the two countries of Iran and Turkey in cultural policies affecting soft power. The hypothesis of the article is based on the fact that due to the similarity or heterogeneity of the structural model and the executive model of cultural policy of the two countries, there are similarities or differences in the application of cultural policy tools on soft power in the field of cultural industries in particular. The findings show that cultural policy in the field of cultural industries has been used by Iran and Turkey to produce soft power in the Middle East and parts of Europe and Africa. Regarding Iran, Until 2013, Turkey was also considered as an important player in the field of soft power; However, restrictions on freedom of expression, media censorship, and repression of the opposition have also affected Turkey's current soft power rankings, and its capacity to attract an international audience, especially in the West, has declined due to democratic backwardness
