چکیده:
مقاله ي حال حاضر با هدف تشريح رابطه ي بين فساد و پولشويي تدوين شده است. انگيزه ي مقاله ي حال حاضر ازآن جهت به
بيان مسله مي پردازد که فساد نه تنها يک تهديد بزرگ براي انحراف در ساختار حاکم يک کشور است بلکه در مقياس بزرگ تر
موجب عدم ثبات در سيستم هاي اقتصادي و سياسي کشورهاي همسايه و در وهله ي بعدي تمامي کشورهاي جهان مي باشد.
در جهاني که هدف، تلش براي رسيدن به اجراي دهکده جهاني از طريق مفهوم جهاني شدن است پولشويي مي تواند يکي از
مهمترين چالش هاي تهديد کننده سيستم هاي مالي و بانکي کشورها از طريق فساد بوروکراتيک باشد. در اين مقاله مروري بر
برترين و به روزترين مقالت جهاني در حوزه ي فساد و پولشويي پرداخته شده است که شامل مطالعات موردي هم در کشور
هاي توسعه يافته نظير استراليا و بريتانيا و همچنين در کشورهاي در حال توسعه و يا توسعه نيافته اي نظير کشور هاي آفريقايي
مانند آفريقا جنوبي، سنگال و زيمباوه پرداخته شده است. يکي از نتايج مقاله ي حاضر، بررسي پديده ي پولشويي است که بعنوان
راهي براي به اصطلح "تميز کردن" عايدات مالي مجرمانه و غيرقانوني است که از طريق فساد ايجاد شده اند. همچنين، به تلش
هاي جهاني که موجب ايجاد ساختارهاي اوليه براي مبارزه با فساد شدند، ميبردازيم. اين نهادها، عبارتند از کنوانسيون مبارزه با
فساد سازمان ملل متحد UNCAC و گروه هاي مبارزه با پولشويي مانند گروه ويژه اقدام مالي FATF که توسط سران هفت کشور صنعتي ايجاد شده است.
The present study aims to describe the relationship between corruption and money laundering.
The motivation of this paper for definition of problem is because the corruption not only is a
great threat for deviation in the ruling structure of a country, but also in larger scale, causes
instability of economic and politic systems of neighbor countries and thereafter all world
countries. In a world that the goal is taking effort for achieving the global village through
globalization concept, the money laundering may be one of the most threatening challenges of
financial and banking systems of countries through bureaucratic corruption. In this paper, the
best and most updated international papers in relation to the corruption and money laundering
is reviewed which includes case studies in the developed countries such as Australia and Britain
and developing or undeveloped countries including African countries such as South Africa,
Senegal and Zimbabwe, as well. One of results of the present paper is study of money
laundering phenomenon that is a way for so called “cleaning” the criminal and illegal financial
revenues created through corruption. In addition, the global efforts that resulted in
establishment of initial structures for control of corruption are reviewed. These institutions
include United Nations Convention against Corruption (UNCAC), and money laundering
control groups such as Financial Action Task Force (FATF) which have been established by
the heads of seven industrial countries.
