چکیده:
هدف: محمدرضاشاه به تبعیت از حکومت پدرش، تلاش نمود تا از طریق لایههای سیاسی و با تمسک به عظمت و شکوه گذشته ایران، فرآیند ناتمام ملتسازی را دنبال کند؛ اما او در حقیقت ملیگرائی را به ایدئولوژی رسمی دولتی برای جلب نظر مردم و بازنمایی ایده شاهی ایران باستان بدل نمود و بدین ترتیب نتوانست این فرایند را به سرانجام برساند. با این توصیف، هدف این پژوهش طرح پرسش اساسی تحت این عنوان است که چرا سیاستهای ملتسازی، در ایران عصر محمد رضاشاه ناقص و ناتمام ماند؟ در پاسخ، این فرضیه مطرح میشود که: شکلگیری ساختار اقتدارگرا و آمرانه سیاسی، سبب گسست در پارادایم ملتسازی شده و روند نُضج آن را به انحراف کشانید.روششناسی پژوهش: روش این تحقیق، توصیفی است و با بهرهگیری از ابزار گردآوری دادهها مبتنی بر دادههای کتابخانهای و اسنادی، انجام شده است؛ رویکرد نظری جهت تبیین مسأله تحقیق نیز، نظریه ملتسازی کارل دویچ میباشد.یافتهها: یافتههای پژوهش نشان میدهند که حکومت پهلوی دوم درزمینه ملتسازی بیتوجهی به جوانب سیاسی و اجتماعی رویکردهای ملتسازی، اموری نظیر تقویت زبان بیگانه به جای زبان رسمی کشور، انسداد در کانالهای ارتباطی در سطوح مختلف جامعه، مخالفت با ایجاد عرصه عمومی و تقویت جامعه مدنی، مخالفت با تکثرگرایی قومیتی، که مستظهر به یک نظام اقتدارگرا بود، را به عنوان رویه اصلی خود قرار داده بود.نتیجهگیری: تأمل در شاخصهای ملتسازی در برهه زمانی حکومت پهلوی دوم، بیانگر آن است که این امر با بنبست و چالشهای فراوانی مواجهه شده و شاه در انجام رسالت تاریخی خود ناکام شده است.
AbstractAim: Mohammad Reza Shah, following his father's rule, tried to follow the unfinished process of nation building through the political layers and relying on the greatness and glory of Iran in the past. But he actually turned nationalism into the official state ideology to attract the attention of the people and represent the imperial idea of ancient Iran, and thus failed to complete this process. With this description, the purpose of this study is to ask the basic question under the title why nation building policies in Iran in the era of Mohammad Reza Shah remained incomplete and unfinished? In response, the hypothesis is that the formation of an authoritarian political structure has caused a rupture in the nationalist paradigm and distorted its maturation process. Research Methodology: The method of this research is descriptive and has been done by using data collection tools based on library and documentary data. The theoretical approach to explaining the problem of research is Karl Deutsch's theory of nation-building.Findings: Findings show that the second Pahlavi government in the field of nation building, regardless of the political and social aspects of nation building approaches, had made matters, such as strengthening the foreign language instead of the official language of the country, blocking communication channels at various levels of society, opposing the creation of a public arena and preventing the strengthening of civil society, and opposing ethnic pluralism, which was a manifestation of an authoritarian system, his main practice. Conclusion: Reflecting on the indicators of nation-building in the period of the second Pahlavi government, indicates that this has faced many deadlocks and challenges and the Shah has failed to fulfill his historical mission.Keywords: Nation-Building Process, Mohammad Reza Shah, Authoritarian System, Ancient Ideology, Elite Ciculation.

يافته ها: يافته هاي پژوهش نشان ميدهند که حکومت پهلوي دوم در زمينه ملت سازي بيتوجهي به جوانب سياسي و اجتماعي رويکردهاي ملت سازي، اموري نظير تقويت زبان بيگانه به جاي زبان رسمي کشور، انسداد در کانال هاي ارتباطي در سطوح مختلف جامعه ، مخالفت با ايجاد عرصه عمومي و تقويت جامعه مدني، مخالفت با تکثرگرايي قوميتي، که مستظهر به يک نظام اقتدارگرا بود، را به عنوان رويه اصلي خود قرار داده بود.
در يک سده اخير، يعني پس از سقوط حکومت رضاشاه ، در نتيجه بحران هاي داخلي نظير نابسامان هاي اقتصادي، شکاف بين دولت و ملت ، نارضايتي مردم از رژيم ، استبداد و خودکامگي و نيز فشارهاي خارجي از جمله تهاجم بيگانگان و اشغال نظامي متفقين ، در نهايت محمدرضا شاه از دودمان پهلوي توانست سلطنت و قدرت خود را در کوران اين حوادث سياسي و اجتماعي تاريخ ايران معاصر تثبيت نمايد.
