چکیده:
از وقوع انقلاب اسلامی و سپس جنگ تحمیلی بدیهی بود که به سبب تغییر نظام سیاسی و همچنین بیثباتیهای سیاسی، اقتصادی و اجتماعی ناشی از جنگ، موج مهاجرت و فرار مغزها از ایران به وجود آید. اما ادامه روند مهاجرت نخبگان پس از پایان جنگ (و برقراری سامان سیاسی در ایران) روند مهاجرت نخبگان را متوقف نکرد. با توجه به این امر، این سوال را به ذهن متبادر میشود که آسیب های سیاستگذاری جمهوری اسلامی ایران در جهت مقابله با مهاجرت نخبگان علمی کدامند؟ در پاسخ این فرضیه مطرح شده است که آسیبهای ناشی از سیاستگذاریهای پژوهشی، عدم اطلاع رسانی مناسب نسبت به برنامههای حمایتی، آسیب شناسی سیاستگذاریهای ناشی از تحرک دانشجویان بینالمللی و آسیبهای ناشی از عدم بسترسازی مناسب برای نخبگان از مهم ترین آسیب های سیاستگذاری جمهوری اسلامی ایران برای مهار مهاجرت نخبگان است. سیاستگذاری جمهوری اسلامی ایران در جهت مقابله با مهاجرت نخبگان شامل سیاست گذاریهای اقتصادی، سیاستگذاری در جهت بازگشت نخبگان به داخل کشور، تسهیلات اعطایی به برگزیدگان مرحله نهایی المپیاد، سیاستگذاری در جهت ایفای نقش محوری در بازار تحرک دانشجویان بینالمللی و سیاستگذرای در حوزه پژوهش باشد. نتایج پژوهش حاضر نشان میدهد که هر چند جمهوری اسلامی ایران در جهت مقابله با مهاجرت نخبگان، راهکارهای مختلفی به کار گرفته است ولی با این حال، این سیاست ها با آسیب ها و چالش های بسیاری مواجه بوده است که این امر روند مهار مهاجرت نخبگان را متوقف نساخته است. نوع روش تحقیق توصیفی- تحلیلی و بر مبنای مطالعات کتابخانه ای است.

The results of the present study show that although the Islamic Republic of Iran has used various strategies to combat elite migration, but nevertheless, these policies have faced many harms and challenges, which has slowed down the process of elite migration.
