چکیده:
بر اساس آمارهای رسمی منتشر شده از سوی گمرک جمهوری اسلامی ایران، میزان صادرات بخشهای صنعتی در چهار ماهه نخست سال 1399 نسبت به مدت مشابه سال 1398، به طور متوسط با کاهش 28 درصدی روبرو گردید. در این مقاله با استفاده از آخرین ماتریس حسابداری اجتماعی (SAM) سال 1395 با فرض تداوم روند مذکور در کل سال، آثار و تبعات شوک کاهش صادرات غیرنفتی کشور در پی شیوع ویروس کرونا بر تولید بخشهای اقتصادی و توزیع درآمد در قالب رویکرد ضرایب فزاینده حسابداری محاسبه میشود. سپس نتایج مذکور مبنای شناسایی پنج بخش مهم مبدا و مقصد برای بهکارگیری رویکرد تحلیل مسیر ساختاری زنجیرههای اثرگذاری قرار میگیرد. و همچنین مسیرهای مهم اثرگذاری کاهش صادرات بر پنج زیربخش اقتصادی در چارچوب رویکرد تحلیل مسیر ساختاری شناسایی شدهاند. یافتههای مقاله حاضر نشان میدهد که اولا ستانده کل به میزان 49/ 6 درصد کاهش مییابد. ثانیا توزیع کارکردی درآمد به ضرر مازاد عملیاتی و جبران خدمات کارکنان تغییر میکند به طوریکه به ترتیب کاهش 63/ 5 و 84/ 3 درصدی را تجربه میکنند در حالیکه درآمد مختلط صرفا 79/ 2 درصد کاهش مییابد. ثالثا با کاهش 23/ 3 درصدی درآمد خانوارهای شهری و افت 98/ 2 درصدی درآمد خانوارهای روستایی، توزیع نهادی درآمد نیز به ضرر خانوارهای شهری تغییر میکند. رابعا توضیحدهندگی مسیرهای عمده اثرگذاری که با استفاده از رویکرد تحلیل مسیرساختاری شناسایی شدهاند از 45 درصد تا بیش از 99 درصد در نوسان است.
According to official statistics published by the Customs of the Islamic Republic of Iran, the amount of exports of industrial sectors in the first 4 months of 1399 compared to the same period in 1398, decreased by an average of 28%. In this article, using the latest Social Accounting Matrix (SAM) in 2016, assuming the continuation of this trend throughout the year, the effects and consequences of shock reduction of non-oil exports following the outbreak of Corona virus on economic sectors production and income distribution are analyzed. These results then serve as the basis for identifying the five important origin and destination segments for applying the structural path analysis approach to impact chains. Also, important paths of impact of export reduction on 5 economic sub-sectors are identified using structural path analysis approach. The findings of the study show that, firstly, the total output decreases by 6.49 percent. Second, the functional distribution of income, changes to the detriment of operating surplus and compensation for employee services, so that they experience a decrease of 5.63 and 3.84 percent, respectively; While mixed income decreases only 2.79 percent. Third, with a 3.23 percent decline in urban household income and a 2.98 percent decline in rural household income, the institutional distribution of income also changes to the detriment of urban households. Fourth, the explanations of the major paths of impact identified using the structural path analysis approach range from 45percent to more than 99 percent.
