چکیده:
توفیق سیاست های اجتماعی، به ویژه در بعد حمایتی و فقرزدایی زنان، به عنوان یکی از نشان گرهای اداره مطلوب امور بخش عمومی برای رفع محرومیت و تبعیض در جامعه محسوب می شود. مقاله حاضر با این دیدگاه، به بررسی رابطه بین سیاست های حمایتی و توانمندسازی زنان می پردازد. برای این منظور برنامه های خوکفایی کمیته امداد در مورد زنان سرپرست خانوار تحت پوشش را با استفاده از روش پژوهش پیمایشی در شهر تهران مورد بررسی قرار داده است. با بهره گیری از ادبیات مربوط، به ویژه مکاتب رفاهی در خصوص پیامدهای رفاهی از نوع مداخلات بیرونی، دولتی یا شبه دولتی و غیره، فرض شده که این خدمات با توانمندی افراد تحت پوشش رابطه داشته باشد. با این حال این ارتباط از ماهیت و کمیت خدمات حمایتی و ویژگی های زمینه ای افراد تبعیت خواهد کرد. یافته ها نشان می دهد که خدمات ارایه شده در قالب برنامه های مذکور نقش قابل توجهی در بالا بردن خوداتکایی جمعیت نمونه نداشته و فقط محدود به توانمندی آن دسته معدود از زنانی بوده که از خدمات خاصی مانند وام خود اشتغالی و خدمات آموزشی استفاده نموده اند و زمینه های مساعدتری داشته اند. در غالب موارد، این خدمات به استقلال و رهایی خانوارهای مورد بررسی از نیازمندی منتهی نشده است. مقاله دلیل این امر را در مواردی چون میزان اندک خدمات و عدم پوشش گسترده آن ها، فقدان برنامه مشخص و کارآمد برای توانمندسازی زنان و رویکرد سنتی حاکم در ارایه خدمات حمایتی به زنان ذکر می کند.
This study attempted to examine the impact of Imam Khomeini Relief
Committees self-reliant schemes, as one of its main assistance policies,
on the empowerment of women-headed households using field research
data and conducting survey research in the city of Tehran. Impacts of the
schernes were investigated within® the framework of financial (loan
granting) and training (professional and technical oriented) services and
programs. Based on the social policy literature, regarding the outcomes of
external interventions (e.g. state, semi-state, etc.), it was assumed that the
impact of the self-reliant programs—would be high followed by
respondents’ socio-economic and individual background and
characteristics of the assistance services. The findings indicated that the
services delivered within-the framework of the self-reliant programs have
not had a significant effect on enhancing the empowerment of the sample
under study. The effect, if any, was only restricted to those who had a
better socio-economic background and benefited from the committee’s
particular services such as self-employing loans and training programs as
well as. In most cases, the programs did not result significantly in the
respondents’ self-reliance. The paper presents following factors
accounting for this failure : the low quantity of the services granted, the
lower level of the committee's Coverage regarding the type of its services
for target population, lack of clear and effective programs for women’s
empowerment in the committee’ scheme, and the traditionally-
dominated approach towards women, particularly in delivering protective
services,
