What are the main factors that involved in creating the
situation of cold relations between Iran and Russia? What were
problems between two states during the past 20 years that have
created such a condition? Four groups of factors can be
enumerated for answering these questions, In order to analyze the
issue, the author will utilize variables such as “a grand bargain,”
the “bargaining chip,” “the termination of Iran’s role and its
function for Russia,” and “being concerned of Iranian threats.”
The author also will focus on the existence of basic problems in
the kind of relations and expectations of both sides and analyze it
as one of the major subjects of the present research. According to
this approach, the Iran-Russia relations have suffered from a
mutual misunderstanding during the past 20 years. Therefore, the
relationship between the two countries is faced with various
problems, However, the author concludes that a proper and
realistic policy in the two sides’ relations is dependent on an
accurate understanding of mutual potentials of both sides as
major actors in the modern period.

It appears that the two countries can reorganize their relationship with each other within the new international situation, for both Iran and Russia can have great economic and technical advantages for each other; Mutual collaboration between Iran and Russia in areas of energy, technology, cultural and social communication, and regional issues is vitally important for both countries; Russian technology market is an extensive arena that is vied by countries such as China, Turkey, and India."
