خلاصة:
This article examines whether Iran's nuclear program can
change the power balance for divergent variants towards Iran and
Pakistan relationship? In other words, can Iran's nuclear program
exacerbate the pace of Iran-Pakistan relations? Relationship
between Iran and Pakistan has been in the distance of two sets of
variants. One group in convergence; the elements of creating
stability in bilateral relations and the other is divergence - the
cases which result in straining the relations, The divergent variants
can be divided into two sections: First, the internal conflicts
between Islamist elites and the ones who are closer to the West and
America and consequent impact on Iran-Pakistan relations.
Second, some recent changes in the subcontinent as the outcomes
of America’s invasion of Afghanistan for abolishing the Taliban
regime. The main hypothesis of the author is that the internal
problems in Pakistan; i.c., the competition between pro-Western
and pro-Islamic elites have caused this country unable to make a
unified, harmonic and transparent policy towards Iran's nuclear
program. On the one hand, Pakistan opposes Iran's joining
nuclear club, and on the other hand Pakistan protects Iran's
peaceful nuclear activities.
ملخص الجهاز:
"In general, the divergent variants can be listed as follows: support of some parts of Pakistan's political regime from Taliban and some anti-Shia/lranian groups in Afghanistan and Pakistan, Saudi Arabia's penetrations in Pakistan and increase in the factional conflicts, Pakistan's struggle for increasing its strategies against India by penetrating in Afghanistan - lastly post September 11th - cooperation of some layer of Pakistani elites with America.
Based on the above points, the main purpose of this article is to answer the question whether Iran's nuclear program can change the power balance for divergent variants towards Iran-Pakistan relationship and simply will Iran's nuclear activities have the capability of being the most important regulator factor in Iran• Pakistan relations in the future and push the other effective elements to the margin.
The main hypothesis of this article for the above queries is to answer whether Pakistan's adopted policy towards Iran's peaceful nuclear program is based on two factors; internal vulnerabilities and military/political elite competition and its policy making for standing to the America and its Western allies.
Below is a summary of such benefits: 1) Increasing the Pakistan's significance in the eyes of the Americans and the Western states to absorb more financial aids by Pakistan; 2) Marginalizing Pakistan's nuclear activities by the JAEA, United Nations Security Council and International Media due to the Iran's nuclear profile; 3) Ignoring some of Pakistan's non-friendly actions by Iran; 4) The Internal conflicts between military and civilian elites in Pakistan have caused this country not to be able make a unified and harmonic policy towards Iran's nuclear program."
