زلزله بشر را، در طول زمان، با خسارات جبرانناپذیری مواجه ساخته است. از طرفی دیگر، تصمیمگیرندگان همواره سعی در مدیریت بحران و چالشهای ناشی از آن داشتهاند. یکی از این چالشها، عملیات امداد و نجات پس از زلزله است. هدف این پژوهش شبیهسازی مدلی است که بتواند میان تعداد گروههای امدادی در منطقه و توان عملیاتی آنها یک حالت تعادل ایجاد نماید. ازاینرو، با توجه به محبوبیت روشهای تحقیق در عملیات، از جمله نظریهی صف در زمینهی عملیات امداد و نجات، با بهرهگیری از مفاهیم نظریهی صف، مدل صف متناسب با عملیات امداد و نجات شبیهسازی گردید. از سویی دیگر، با استفاده از مدل نرخ بقای افراد زیر آوار، بر اساس نوع سازه، عامل مؤثری برای تحلیل مدل صف شبیهسازی شده در محیط GIS فراهم شد. با در نظر گرفتن عامل مدت زمان زنده ماندن افراد در زیر آوار که با استفاده از مدل نرخ بقا به دست آمده است و همچنین با به کارگیری دیگر عوامل ارائه شده توسط نظریهی صف از قبیل توان عملیاتی، تعداد مجروحان خارج شده در مدت زمان اجرا از سیستم و تعداد سرویسدهندگان (امدادرسانان)، خروجی مدل شبیهسازی شده تحلیل گردید. نتیجهی به دست آمده، گویای این نکته است که تلفیق نظریهی صف و GIS امکانپذیر است و نتیجهی آن تخصیص تعداد و ترکیب مناسب نیروهای امداد و نجات در منطقهی مورد مطالعه است.
Over the time، mankind has encountered irrecoverable damages created by earthquakes. On the other hand، policy makers have always struggled against disaster management and its challenges. One of these issues is the relief and rescue operation after the earthquake. The aim of this research is to simulate a model that could balance between the number of rescue groups and their operational efficiency. Thus، considering the popularity of the operation research methods، especially the queuing theory method for relief & rescue operations، by applying the principles of queuing theory، the relief & rescue queuing model was simulated. Additionally، by utilizing the entrapped occupants'' survival rate model based on the type of building structure، an essential factor for the analysis of our queuing model was developed within the framework of the geographic information system (GIS). Considering the entrapped occupants life span parameter which was achieved by the survival rate model in the first step and also by applying other parameters such as the number of servers (Rescue Groups)، number of customers (injured occupants) and service time، which have been achieved from the applying queuing theory، the output of our simulated model was analyzed. The results demonstrate the fact that the combination of GIS techniques and queuing theory method is، in fact، an appropriate means of allocation for earthquake rescue & relief teams within the operation area
