سیاست توسعة درون‌افزا، فرایند تولید فضای شهری جدید و توسعة جدید شهری از طریق بهینه‌سازی استفاده از زمین درون نواحی شهری است. این سیاست در مقایسه با سایر سیاست‌های رشد در بیرون و پیرامون، با چارچوب پایداری سازگارتر و به اهداف پایداری نزدیک‌تر است. در پژوهش حاضر، با روش توصیفی-تحلیلی و استفاده از داده‌های اسنادی در تهران، عرصه‌های درون‌افزایی مطالعه و کارآمدی سیاست رشد درون‌افزا تحلیل می‌شود. براساس یافته‌ها، تهران شهری ظرفیت‌دار و درنتیجه مستعد برای سیاست رشد درون‌افزاست. در 30 درصد مساحت شهر بیش از 18 هزار هکتار اراضی و عرصه‌های درون‌افزا با 52 درصد اراضی ذخیرة توسعه و نوسازی و فضاهای خالی و بزرگ‌مقیاس، با اهداف توسعه‌ای و قابلیت دستیابی بالا وجود دارد. این عرصه‌ها، الگوی توزیع با آهنگ افزایشی از شرق به غرب و شمال به جنوب و همین‌طور نظام استقرار بهینه در پهنه‌های چهارگانه (سکونت، فعالیت، مختلط و حفاظت) شهر دارد و برنامه‌ریزی رشد شهری را با توسل به سیاست رشد درون‌افزا امکان‌پذیر می‌سازد. وابستگی شهرداری به رانت فضایی ناشی از فعالیت‌های ساختمانی درون شهر، سوداگری زمین و مسکن درون شهر، آستانة تراکمی پایین و ظرفیت اشباع‌نشدة تراکم شهری، تمرکزگرایی چرخة شهرنشینی ملی، تغییرات اجتماعی، فرهنگی و جمعیتی و اصل حفاظت از اراضی پیرامون شهر، دلایل اصلی کاربرد و کارآمدی سیاست رشد درون‌افزای تهران است.
The infill development policy is the process of creating urban spaces and development by optimizing the use of inner land in city regions. This trend In comparison with other periphery development policy, is more compatible with the framework of sustainability an also much closer to the goals of sustainability.
This paper attempts to study the vacant lands of mega city of Tehran and sufficiency of infill growth policy by descriptive-analytical procedures and evidenced data. Results illustrate that Tehran is capable for inner development and qualified for spatial reinvention by Infill development. More than 18 million hectares of lands with capability of Infill development in 30 percent of city area and 52 percent of vacant lands with goals of sustainability and high accessibility. These lands have a kind distribution pattern with increasing trend from east to west and from north to south and also optimized positioning system in quadruple fields of city (Accommodation, Activities, Mixed and Protection). It also makes urban growth planning possible by infill growth policy.
The embezzlement in urban management and some parts of municipal income related to construction activities, property trading in cities, low limitation of density, unsaturated capacity of population density, social and demographical changes, concentration of national urbanism and social tendency to residence in inner regions of big cities, the protecting of periphery and importance of considering periphery in urban growth policy; all are the main causes of the use and sufficiency of urban growth policy in Tehran.
