خلاصة:
یکی از موضوعات اصلی تحقیق در علوم اجتماعی که به تحلیلهای اقتصادی وارد شده، نهاد خانواده است. در سالهای اخیر، سیاستگذاران به مسئلهی سیاستگذاری خانواده، با پشتوانهی عقلانیت حمایتگر بازار و به دلیل درک اهمیت خانواده در تحرک موتور اقتصاد، بهطور ویژه توجه کردهاند. البته در دیدگاه اسلامی، ازآنجاییکه دولت ماهیت تربیتی دارد، بهجای تأکید بر برنامههای توسعه، برنامههایی برای تکامل خانواده و جامعه تدوین میکند. این مقاله این مسئله را بررسی میکند که آیا سیاستهای اقتصاد خانواده در ایران در خدمت استحکام و پایداری خانواده بوده است یا خیر؟ در این راستا با بهرهگیری از روش تحلیل مضمون، محتوای این سیاستها بررسیشده است. نتایج تحلیل نشان میدهد، بسیاری از جنبههای اقتصاد خانواده در سیاستها مغفول مانده و به برخی دیگر توجه کافی مبذولنشده است. ازطرفی، اصول و ماهیت اسلامی خانواده و حفظ استحکام و پایداری آن برای سیاستگذار مهم بوده و در سیاستها به آن اشاره شده است و گاه نیز بدون توجه به این اصول، ناخواسته سیاستهایی را تدوین کرده که میتوان آن را دنبالهروی از الگوهای توسعه دانست. درواقع بهنظر میرسد، سیاستگذاران پشتیبانی نظری منسجمی در تدوین سیاستهای اقتصاد خانواده در ایران ندارند.
Family is one of the main fields of social science research which is entered into economic analysis. The issue of family policy with the backing of market supportive rationality has been taken into consideration by policymakers because of the importance of family as the driving force of the economy. Of course, in Islamic perspective, since the state has a training nature it develops programs for the progress of the family and society. This article seeks to answer whether family policies in Iran serve the strength and stability of the family Or no. In this regard, the content of these policies has been studied using thematic analysis method. The results of the analysis show that many aspects of family economics have been neglected in policies and others have not received enough attention and policymakers have not had a coherent theoretical support in formulating policies. Policymakers has chosen various ways and means to promote family economics. On the other hand, the Islamic nature of the family and maintaining its strength are important to them, and sometimes, without regard to these principles, they formulate policies that can be considered as followings of developmental programs.
