رابطه بین دولت و بازار یکی از اساسی‌ترین موضوعات مورد بحث در اقتصاد سیاسی است. قدرت‌های صنعتی و به لحاظ اقتصادی پیشرفته دنیا؛ در برهه‌هایی از تاریخ مدعی شده‌اند که پیشرفت اقتصادی آن‌ها در سایه مکانیسم خودتنظیم بازار و عدم مداخله دولت در اقتصاد اتفاق افتاده و به؛ اگر سایر کشورها می‌خواهند همچون آنان صنعتی شوند؛ باید اقتصاد را به مکانیسم بازار بسپارند؛ اما بررسی تاریخ پیشرفت خود این کشورهای صنعتی یا کشورهایی که در دوره جدید به پیشرفت اقتصادی رسیده؛ نشان داده است؛ هرگز دولت در این کشورها مدیریت اقتصاد را به مکانیسم بازار نسپرده و به انحاء مختلف نقش حمایتی را در رابطه با تولید ایفا کرده است. نظریه «حما؛ با ابتنا بر تجربه کشورهای پیشرفته تدوین شده است. دولت در این نظریه؛ نقش حامی؛ هادی و ناظر را دارد و به اقتضای شرایط اقتصاد یا شرایط خاص یک صنعت؛ متناسب با نیروهای بازار رابطه برقرار می‌کند

The theory of smart protectionism, proposed in this paper as a model for the complex relationship between state and the market, has been developed based on the experience of developed countries. In this theory, the government has the role of supporter, guide and supervisor, and according to the general economic conditions or the specific condition of an industry, establishes a due relationship with the market forces.
