خلاصة:
پیش زمینه و هدف: بافت فرسوده شهری، کل یا آن بخشی از فضای شهری است که نظام زیستی آن، هم از حیث ساخت و هم از حیث کارکرد اجزای حیاتی خود، دچار اختلال و ناکار آمدی شده است. در این پژوهش سعی بر آن شد تا با آشنایی در خصوص بافت فرسوده و میزان آسیب پذیری در برخورد با حوادث غیر مترقبه، مواردی مطرح و پس از شناسایی عوامل به بررسی آن جهت کاهش میزان آسیب وارده پرداخت. به همین منظور با مطالعات میدانی به عمل آمده و استفاده از تجربیات گذشته و همچنین تهیه و توزیع پاسخنامه بین دست اندرکاران امر مدیریت سوانح، اقدام به سنجش راهبردهای کنونی چرخه مدیریت بحران گردید تا با تجزیه و تحلیل آنها راهکارهای مناسب اتخاذ گردد.
روش: پژوهش حاضر از نوع تحقیق، کاربردی و از نظر روش تحقیق توصیفی-آماری میباشد. جامعه آماری مورد پژوهش 60 نفر از دست اندرکاران و کارشناسان خبره امر مدیریت بحران، دستگاهها، ارگانهای خدماتی و امدادرسان در سوانح و حوادث از قبیل مدیریت بحران، آتش نشانی و خدمات ایمنی میباشد.
یافتهها: هر یک از عوامل موثر در آسیب پذیری بافتهای فرسوده یعنی شبکه معابر، مسکن، فضای سبز، مراکز درمانی و امدادی، پلها و زیرگذرها، شبکههای برق، آب، گاز و مخابرات، از یک توزیع نرمال برخوردار هستند، زیرا (05/0 =α) میباشد.
نتیجهگیری: بررسیها نشان داد که هر یک از عوامل فوق الذکر در آسیب پذیری بافت فرسوده موثر میباشند و در تجزیه و تحلیل ترتیب اثرگذاری نشان داده که تاثیرگذاری هر یک از عوامل موثر در آسیب پذیری بافت فرسوده، متفاوت است. بنابراین، در رتبه بندی عوامل موثر در آسیب پذیری مسکن (بامیانگین رتبهای: 57/4) بالاترین و فضای سبز (بامیانگین رتبهای: 32/2) پایینترین اولویت را دارا میباشند.
Background and objective: The worn-out urban structure is the whole or that part of the urban space whose biological system
has been disrupted and dysfunctional both in terms of construction and the function of vital components. In this study, an
attempt was made to get acquainted with the worn-out structure and the degree of vulnerability in dealing with unexpected
events, and after identifying the factors, to investigate it to reduce the amount of damage. For this purpose, field studies were
performed and the use of past experiences as well as preparing and distributing responses among those involved in disaster
management measures to assess the current strategies of the crisis management cycle to analyze them to adopt appropriate
strategies.
Methodology: The present study is an applied and descriptive-statistical work. The statistical population composed of 60
people and experts involved in crisis management and services and organs and services in disasters and accidents such as crisis
management, fire and safety services.
Results: Each of the factors affecting the vulnerability of worn-out structures, such as the network of passages, housing, green
space, medical and relief centers, bridges and underpasses, water, gas and telecommunication electricity networks, have a
normal distribution, because (0.05 = α <Sig).
Conclusion: Studies have shown that at the 99% confidence level (α = 0.01), each of the above factors are effective, and in the
analysis, the order of effectiveness showed that at the confidence level, 99% (= 0.01) α). The order of influence of each of the
factors affecting the vulnerability of worn-out tissue is different, because (α = 0.01 = Sig = 0.0001). Therefore, in ranking the
factors affecting housing vulnerability (Bamyangin Rating: 4.57) the highest and green space (Bamyangin Rating: 2.32) have
the lowest priority.
