خلاصة:
این مقاله به سیاست های ترکیه در حوزه اوراسیا در طول دوره زمانی پس از جنگ سرد متمرکز است. پرسش اصلی این مقاله به دستاوردها و نتایج سیاست ترکیه در این حوزه و چگونگی تحقق آن مربوط است و این ایده را بسط می دهد که دولت ترکیه در سه سطح ملی، منطقه ای و بین المللی از شرائط مساعدی برخوردار بوده و از این رو، کوشیده است تا از این مولفه ها و موقعیت ها بهره لازم را ببرد. آنکارا در سطح داخلی با وجود دو نگرش متفاوت سکولار قومی و مذهبی در سیاست خارجی، اما نقطه مشترک هر دو آنها منافع ملی و اولویت بخشی به اقتصاد و تقویت بخش خصوصی بوده و لذا در تعامل با کشورهای منطقه نیز با دست برتری برخورد کرده اند. در سطح منطقه ای با وجود اختلاف با ارمنستان و کدورتهایی که با ازبکستان پیش آمده اما در مجموع نگاه دولتمردان کشورها این حوزه به آنکارا بسیار مساعد بوده است. در سطح بین المللی نیز شرائط چندان به زیان دولت ترکیه و اقداماتش در آسیای مرکزی و قفقاز نبوده است و از این رو، با ظرفیت بیشتری نسبت به ایران در این عرصه حضور یافته است.برای بررسی این ایده کوشش خواهد شد تا با بحث در باره مبانی نظری و منافع و اهداف آن در منطقه، فرصت‌ها و مشکلات آن را مطرح نموده و در پایان نیز دستاوردهای آن را در این قلمرو منطقه ای تحلیل نماییم.
This article focuses on Turkey's Eurasian policies during the post-Cold War period. The main question of this article is related to the achievements and results of Turkey's policy in this field and how to achieve it, and expands the idea that the Turkish government has enjoyed favorable conditions at three national, regional and international levels and therefore has tried. At the domestic level, Ankara has two distinct ethnic and religious views on foreign policy, but the common denominator is that they have national interests and prioritize the economy and strengthen the private sector, and have therefore excelled in dealing with countries in the region. At the regional level, despite disagreements with Armenia and the turmoil with Uzbekistan, the governments of the countries in general have been very sympathetic to Ankara. At the international level, the situation has not been to the detriment of the Turkish government and its actions in Central Asia and the Caucasus, and therefore, it has a greater capacity than Iran in this area. Let's discuss its theoretical foundations, interests and goals in the region, its opportunities and problems, and finally analyze its achievements in this regional domain.
