خلاصة:
بهبود نسبی شرایط زندگی در بوم‌سازگان قزاقستان طی دو دهه گذشته تا حد زیادی پیامد توسعه نهادی و حقوقی این کشور در حوزه حفاظت از محیط زیست بوده است. هدف مقاله حاضر ، ارزیابی حکمرانی زیست محیطی قزاقستان از چشم انداز روند قانونگذاری و تحولات حقوقی و تأثیر آن بر امنیت زیست محیطی در این کشور طی سه دهه گذشته است. بر این پایه، پرسش اصلی مقاله این است که «تحول در ابعاد قانونی و حقوقی حکمرانی زیست محیطی در قزاقستان از زمان استقلال تا به امروز چه پیامدهایی بر امنیت زیست محیطی در این کشور داشته است؟» در مقابل این فرضیه به آزمون گذاشته شده است که «تغییرات قانونی و حقوقی در حکمرانی زیست محیطی قزاقستان از زمان استقلال تا به امروز به دلیل تدوین تدریجی قوانین سخت گیرانه تر برای حفاظت از محیط زیست، ایجاد ساختار مدیریت یکپاچه حفاظت از محیط زیست، استفاده از تجارب سایر کشورها در حوزه مدیریت زیست محیطی و نیز ارتقا همکاری های زیست محیطی بین المللی به بهبود نسبی امنیت زیست محیطی در این کشور منجر شده است». مقاله حاضر از نوع کتابخانه ای بوده و از روش توصیفی-تحلیلی بهره برده است و چارچوب مفهومی حاکم بر آن را تعاریف و گزاره های نظری مفهوم امنیت زیست محیطی تشکیل میدهد. یافته های مقاله ضمن تأیید فرضیه نشان می دهند، مجموعه قوانین جدید زیست محیطی قزاقستان می تواند به شرط پیاده سازی مؤثر در مرحله اجرا با یکپارچه سازی قوانین حوزه های گوناگون محیط زیست و ایجاد سازگاری قوانین زیست محیطی با شرایط واقعی حاکم بر سطوح محلی، ملی و بین المللی به ارتقا عملکرد زیست محیطی این کشور طی سال های آینده منجر شود.
The relative improvement of the living conditions in Kazakhstan's ecosystem over the past two decades has mostly been the result of institutional and legal development of the country in protecting the environment. This paper is to assess the environmental governance of Kazakhstan from the perspective of the legislative process and legal developments and its impact on environmental security in this country over the past three decades. Accordingly, the main question is: "What are the environmental security consequences of the developments in the legal aspects of environmental governance in Kazakhstan since independence?" The hypothesis tested in this paper is: “due to the gradual development of stricter laws for environmental protection, the creation of an integrated management structure for environmental protection, applying the experiences of other countries in the field of environmental management, as well as promoting international environmental cooperation, legal developments in the environmental governance of Kazakhstan since independence have led to a relative improvement in environmental security”. This paper is descriptive-analytical and the conceptual framework governing it consists of definitions and theoretical propositions of the concept of environmental security. While confirming the hypothesis, the findings show that Kazakhstan's new set of environmental laws may lead to improving its environmental performance in the coming years in case of efficient implementation through integrating laws in various environmental areas and making environmental laws compatible with the real conditions prevailing at local, national and international levels.

از اين رو، پرسش اصلي مقاله اين است که «تحول در ابعـاد قانوني و حقوقي حکمراني زيست محيطي در قزاقـستان از زمـان اسـتقلال تـا بـه امـروز چـه پيامدهايي بر امنيت زيست محيطي در اين کشور داشته است ؟» پاسخ اوليه مقالـه ايـن اسـت که «تغييرات قانوني و حقوقي در حکمراني زيست محيطي قزاقستان از زمان اسـتقلال تـا بـه امروز به دليل تدوين تدريجي قوانين سـختگيرانه تـر بـراي حفاظـت از محـيط زيـست ، ايجـاد ساختار مديريت يکپاچه حفاظت از محيط زيست ، استفاده از تجارب سـاير کـشورها در حـوزه مديريت زيست محيطي و نيز ارتقاي همکاري هاي زيست محيطي بين المللي بـه بهبـود نـسبي امنيت زيست محيطي در اين کشور منجر شده است .
در مجموع نيز تحول در ابعاد قانوني و حقوقي حکمراني زيست محيطي در قزاقـستان از زمان استقلال تا به امروز با توجه به يافته هاي مقاله رو به رشد بوده و امنيت زيـست محيطـي در اين کشور را ارتقا بخشيده است .
