خلاصة:
از آنجا که دولت ایران به عنوان بازیگر اصلی در سیستم بینالملل و سیستم داخلی محسوب میشود در بعد داخلی و بینالمللی با چالشها و مشکلات نظیر بی کاری، تورم، رکود و در بعد خارجی تهدیدات بینالمللی و منطقهای و موضوعات بخصوصی نظیر برجام روبرو میگردد که نیازمند سیاست گذاری عمومی در راستای ارائه راه حل یا تبدیل مشکلات داخلی و بینالمللی به قانون در حوزه حقوق عمومی است تا ضمن ارائه راه حل برای مشکلات تبدیل به issue ، سیاست داخلی و بویژه سیاست خارجی را در راستای تامین منافع ملی کشور و حفظ استقلال و تمامیت ارضی و بقاء و مولفههای فرهنگی، سیاسی و اقتصادی به تامین منافع عمومی بپردازد و بر این اساس به نقش محوری مجلس شورای اسلامی در سیاست گذاری خارجی و در راستای یاری رساندن به مذاکرات بینالمللی، رفع موانع و چالشهای خارجی و بینالمللی، کنترل کنش دولتهای حامل بینالمللی بویژه بحرانهای بینالمللی و منطقهای تاکید دارد. پژوهش حاضر بر آنست به تبیین نقش سیاست گذاری عمومی در سیاست خارجی در حوزه حقوق عمومی بپردازد. امید است یافتههای حاصل از این رهگذر، سبب اعتلای دانش وآگاهی علاقمندان حوزه حقوق شود.
The Iranian government is considered as the main actor in the international and the domestic systems. In the domestic and international domains, it is faced with challenges and problems such as unemployment, inflation, and stagnation, and in the foreign domain, international and regional threats and specific issues such as the Joint Comprehensive Plan of Action (JCPOA) are major challenges. Therefore, public policy-making in the area of public law is necessary to provide solutions to domestic and international problems or to convert them into issues. Accordingly, the domestic policy and in particular the foreign policy should be aimed at protecting national interests, maintaining independence and territorial integrity as well as surviving all cultural, political and economic components. In this regard, the Islamic Consultative Assembly plays a central role in developing foreign policies to support international negotiations, eliminate international barriers and challenges, and to control the actions of governments associated with international and regional crises. This study was conducted in the area of public law to explain the impact of public policy-making on foreign policy. The present findings are aimed at enhancing the knowledge and raising the awareness of people interested in the law discipline.
