خلاصة:
زمینه و هدف: هدف از این پژوهش واکاوی خط مشی ها، برنامه ها، طرح های جمهوری اسلامی ایران برای مدیریت استعداد در کشور است. روش شناسی: در این پژوهش از روش تحلیل محتوا، جهت بررسی اسنادی استفاده شد. جامعه پژوهش اسناد سیاستی جمهوری اسلامی ایران بوده و20 سند به صورت نمونه هدفمند و در دسترس انتخاب گردید. ابزار جمع آوری اطلاعات چک لیست و فرم های محقق ساخته بود. یافته ها: از 20 سند سیاستی، تعداد 14 طبقه اصلی و 187 طبقه فرعی (با فراوانی 1711 مورد) استخراج شد که نهایتا، 14 طبقه اصلی و 77 طبقه فرعی به عنوان سیاستهای استنتاجی پیشنهادی معرفی گردید. مهم ترین سیاست های محوری در رابطه با مدیریت استعداد، در حوزه فرهنگ، تسهیلات اعتباری، آموزش، پژوهش، فناوری، روابط بین المللی، توسعه زیر ساخت ها، توانمندسازی، عدالت، تشویق، جذب و استخدام، آزادی، سمن ها و ارزیابی اراوه شده است. سند راهبردی کشور در امور نخبگان جامع ترین سند در یحث مدیریت استعداد و عدالت پر تکرارترین شاخص در میان اسناد می باشد. نتیجه گیری: عدالت و ثبات اجتماعی، باز طراحی مشاغل، نهادینه سازی کرسی های نظریه پردازی، حمایت های مالی و توجه به تعاملات علمی بین المللی از جمله مهمترین موضوع های مطرح در برنامه های بلند مدت و میان مدت سیاستی بوده است. در تدوین اسناد سیاستی گرایش بیشتر به رویکرد فراگیر در بحث مدیریت استعداد می باشد لذا، در صورتی که سیاست های محوری پیشنهاد شده در سند برنامه هفتم توسعه مورد توجه قرار گیرد برنامه از اعتبار بالایی برخوردار خواهد بود.
Background and Purpose. The purpose of the present study is to analyze the policies, programs, plans, and projects of the Islamic Republic of Iran for managing the talent of the country's human resources. Methodology. The method used is descriptive-analytical in terms of nature and the methodology applied was content analysis of 20 documents which were selected as a purposeful and accessible sample for the study. The required information and data collection tools were researcher-made checklists and forms Findings. "Talent Management" was the main theme in national documents. Core policies were extracted from Policy documents based on 14 defined categories and 77 sub-categories. The most important core policies concerning talent management are provided in the fields of culture, credit facilities, education, research, technology, international relations, infrastructure development, empowerment, justice, encouragement, recruitment and employment, freedom, SMANs (NGOs) and appraisal. The national strategic document on elites’ affairs is the most comprehensive document with regard to talent management, and “justice” is the most recurring indicator in the documents. In compiling policy documents, there is a greater inclination of governance policies towards inclusive subject approach for talent management. Conclusion. It requires a coherent structure with systematic studies in the planning system in order to create a suitable platform for establishing talent management and planning to identify, grow, maintain and promote talents as the main and effective capitals. Accordingly, the 7th 5-year development plan will be highly credible if the core policies proposed in the plan are taken into account.
