تحلیل و ارزشیابی مدل‌های اکوسیستم دادۀ حکومتی باز مقالة

تبدیل داده منتشرشده توسط حکومت به یک ارزش و اثر اجتماعی خودبه‌خود صورت نمی‌پذیرد و به بستری از بازیگران با کارکردهای مختلف نیاز دارد که با فعال و مرتبط‌کردن آن‌ها با یکدیگر می‌توان شاهد استفاده از داده بود. به مجموع این بازیگران، ذی‌نفعان و کارکردهای آن‌ها، اکوسیستم داده حکومتی باز گفته می‌شود. پژوهش حاضر با هدف فهم اکوسیستم داده حکومتی باز و تحلیل مدل‌های منتخب اکوسیستم آن شکل گرفته است. پژوهش حاضر یک پژوهش با رویکرد کیفی اکتشافی است که در صدد است با تحلیل محتوای مدل‌های بین‌المللی اکوسیستم داده حکومتی باز، عناصر و مؤلفه‌های آن‌ها را مورد ارزیابی قرار داده و وجود یک مدل شایسته برای سیاست‌گذاری در حوزه را مورد بررسی قرار دهد. بدین ‌جهت، مدل‌های اکوسیستم داده حکومتی باز شناسایی و محتوای آن با روش تحلیل محتوا استخراج گردیده و سپس، بر اساس شش شاخص اصلی به ارزشیابی آن‌ها پرداخته شد. واحد مطالعه در این پژوهش، مدل‌های اکوسیستم داده حکومتی باز است و روش نمونه‌گیری، نمونه‌گیری هدفمند است. در مرحله اول با جست‌وجو و بررسی مدل‌های اکوسیستم داده حکومتی باز، 36 مدل اولیه شناسایی شد. در نهایت، پژوهشگران با مطالعه این مدل‌ها و شناسایی مشابه‌ها و تجمیع برخی مدل‌ها و بر اساس نمونه‌گیری هدفمند، 12 مدل برگزیده اکوسیستم را انتخاب و آن را مورد ارزیابی قرار دادند. دلیل انتخاب این 12 مدل نیز جامعیت، تأثیرگذاری، و ظرفیت آن‌ها به ‌نسبت کاربردهای متنوع مورد نظر از آن‌ها بوده است. با بررسی مدل‌های موجود مشخص شد که هنوز مدل جامع و مناسبی از اکوسیستم داده حکومتی باز که بتواند مبنای توسعه سیاستِ داده حکومتی باز قرار بگیرد وجود ندارد و خلاصه‌گویی یا کلی‌گویی، توجه به بخشی از اکوسیستم، به‌کارگیری رویکرد چرخه‌ای یا زنجیره ارزش به‌جای رویکرد اکوسیستم، و موردکاوی و اختصاصی‌بودن برخی از مدل‌ها به یک تجربه یا حوزه خاص، از نقاط ضعف مدل‌های اکوسیستم است

The conversion of published data by government to a value and social effect is not done automatically and requires a number of actors with different functions that by activating and connecting them with each other, we can use data. The sum of these actors, stakeholders and their functions is called the Open Government Data Ecosystem. This study aims to understand the ecosystem of open government data and analysis of selected open government ecosystem models is formed. Present study is an exploratory study that seeks to analyze international models of open government data ecosystem, and identify and monitor the elements and components of the open government data ecosystem. Open government data ecosystem models were redefined and its contents were extracted by content analysis method and then compared and evaluated. Units in this study are open government data ecosystem models and sampling is targeted sampling. In the first stage, 36 models were identified by searching and reviewing the models of open government data ecosystems. Finally, by studying these models and identifying the similarities and aggregating of some models, based on targeted sampling, the researchers considered 12 models of open government data ecosystem and by examining them they extracted the data and information from these models. The reason for choosing these 12 models is their reputation, influence, comprehensiveness and authority. By examining existing models, it has become clear that there is still no comprehensive model of an open government data ecosystem that could be the basis for developing an open government data policy. Summarizing or generalizing, paying attention to a part of the ecosystem, using a cyclic or value chain approach instead of ecosystems approach, and some of the models are an experience or specific area of the characteristics of ecosystem models.
