کارشناسان پیشبینی نمودهاند با روند فعلی، کووید-19 آخرین همهگیری یک بیماری واگیردار ویروسی نخواهد بود، بلکه زنگ خطری برای بحرانهای همهگیری خطرناک آینده است. از مهمترین امکانات هر کشور جهت مقابله با انواع بحرانها ازجمله بحرانهای زیستی، نیروهای مسلح است. براین اساس، هدف تحقیق حاضر مطالعه نقش لجستیک نظامی در مدیریت بحرانهای زیستی ویروسی آینده و استخراج عوامل بهبود آن در یک رویکرد اکتشافی است. تحقیق به لحاظ روش، ترکیبی (فراترکیب-پیمایشی (از نوع دلفی فازی)) است. جامعه آماری در مرحله اول مقالات مرتبط با موضوع تحقیق بودند که با غربالگری 16 مقاله معتبر بهعنوان نمونه انتخاب شد و در مرحله دوم نیز خبرگان در دسترس بودند که با روش نمونهگیری هدفمند 20 نفر انتخاب شدند. بر اساس نتایج مرحله فراترکیب، عوامل بهبود عملکرد لجستیک نظامی در مدیریت بحران همهگیری ویروسی، در چهار مؤلفه شامل توسعه تشکیلات لجستیکی، تقویت پتانسیل زنجیره تأمین، توسعه علمی تخصصی و تبیین جایگاه حاکمیتی دفاع غیرنظامی در مدیریت زنجیره تأمین، کاربردهای لجستیک نظامی در مدیریت بحران نیز در دو مؤلفه شامل حمایت از دولت در مدیریت بحران و کمکهای اضطراری بشردوستانه و همچنین ضرورت بهکارگیری لجستیک نظامی در مدیریت بحران در دو مؤلفه شامل چابکی عملیات امداد و نجات و پتانسیل لجستیکی استخراج گردید. در مرحله دلفی فازی نیز بر طبق نظرات خبرگان ضمن حذف پنج مفهوم و مولفه «تبیین جایگاه حاکمیتی دفاع غیرنظامی»، پنج مفهوم و یک مؤلفه جدید تحت عنوان «طرح عملیات دفاع زیستی منطقهای» به «عوامل بهبود عملکرد لجستیک در مدیریت بحرانهای زیستی» اضافه گردید.

The research method is the mixed method (Meta-synthesis - Fuzzy Delphi). The statistical population in the first stage was articles related to the research topic and 16 articles were selected, and in the second stage, 20 experts that were available selected as a sample. Based on the results of the meta-synthesis stage, Factors improving military logistics performance in viral epidemic crisis management determined in four components including logistics organization development, strengthening supply chain potential, specialized scientific development in epidemiology and biological warfare and explaining civilian defense governance in chain management Supply, Also military logistics applications in crisis management were extracted in two components including government support in crisis management and humanitarian emergency aid and necessity of using military logistics in crisis management extracted in two components including agility of rescue operations and logistics potential. In the fuzzy Delphi stage, according to experts, five indicators and a new component entitled "Regional Bio-defense Operation Plan" were added to "Logistics performance improvement factors". Also five indicators and the "Explaining the position of governance" component were removed.
