خلاصة:
با توجه به اهمیت مفهوم کنترل داخلی در جلوگیری از هدر رفت منابع عمومی کشور و دستیابی به اهداف مورد انتظار بخش عمومی، هدف کلی مطالعه حاضر ضمن شناسایی مولفههای مختلف فرهنگی اثرگذار بر کنترلهای داخلی، به دنبال ارزیابی درجه اهمیت آنها در اثرگذاری بر کنترلهای داخلی در سازمانهای غیرانتفاعی بخش عمومی کشور بوده است. در این راستا سعی گردید ابتدا با استفاده از مصاحبه و اخذ نظرات خبرگان دیوان محاسبات کشور، وزارت امور اقتصادی و دارایی و اساتید دانشگاهی که سابقه مدیریت اجرایی نیز داشته اند عوامل علّی فرهنگی موثر بر کنترلهای داخلی احصاء و سپس به منظور اعتبار سنجی و رتبه بندی، عوامل احصاء شده در قالب پرسشنامه بین گروه دوم خبرگان دیوان محاسبات توزیع و ضمن حضور پژوهشگر و ارائه توضیحات لازم پرسشنامه ها تکمیل و با بهرهگیری از تکنیکهای تحلیل عاملی تائیدی و تاپسیس، اقدام به اعتبار سنجی و رتبهبندی عوامل فرهنگی از نظر درجه اهمیت آنها در اثرگذاری بر کنترل داخلی در سازمانهای مورد مطالعه پرداخته شود.
نتایج حاصل از مرحله اول پژوهش نشان داد که مفهوم فرهنگ میتواند از سه مسیر فرهنگ مدیران، فرهنگ کارکنان و فرهنگ کلان سازمانی بر کیفیت کنترل داخلی در سازمانهای بخش عمومی کشور اثرگذار باشد. همچنین نتایج مرحله دوم پژوهش در خصوص ارزیابی درجه اهمیت مولفههای فرهنگی مورد مطالعه حاکی از آن بود که سه مولفه فرهنگی شامل دیدگاه مدیریتی مرتبط با کنترلهای داخلی در سازمانهای غیرانتفاعی، ویژگیهای رفتاری کارکنان و دیدگاه کارکنان در ارتباط با کنترلهای داخلی بهعنوان سه مولفه اولویتدار فرهنگی مهم و تاثیرگذار بر کیفیت کنترلهای داخلی در سازمانهای غیرانتفاعی کشور شناسایی شدهاند و لازم است از دیدگاه فرهنگی، توجه ویژهای بر این مولفهها در سازمانهای غیرانتفاعی در راستای بهبود کیفیت کنترلهای داخلی صورت پذیرد.
Abstract:
Regarding the importance of the concept of internal control in preventing wastage of public resources of the country and achieving the expected goals of the public sector, the overall objective of the present study was to identify the various cultural components affecting internal control in public sector organizations meanwhile evaluating their importance in impacting on internal control process in public sector nonprofit organizations. In this regard, it was attempted to rank the cultural factors in terms of their importance in influencing the implementation of the concept of internal control in the organizations under study by obtaining the views of statistical samples in the form of interviews and questionnaires and by using confirmatory factor analysis and TOPSIS techniques.
The results of the first phase of the research showed that the concept of culture can affect the quality of internal control in public sector organizations in three ways: managers’ culture, staff’s culture and corporate macro culture. In addition, the results of the second phase of the study on The evaluation of the degree of importance of the cultural components indicated that three cultural components, including managementchr('39')s view of internal controls in non-profit organizations, employees’ behavioral characteristics, and employeeschr('39') view of internal controls are three important cultural priority factors affecting the quality of controls. Based on findings it could be noted that it is necessary to pay special attention to these components in non-profit organizations in order to improve the quality of internal controls.
