خلاصة:
حضور و پرورش مکاتب علمی در دانشگاه ها میتواند سرمنشأ گفت وگوی سازنده و پیشرفت علمی شود. به نظر می رسد برخلاف بسیاری از دانشگاههای جهان، چنین وضعیتی در دانشگاههای کشورمان وجود ندارد؛ به عبارت دیگر، دانشگاهها به تقویت یک مکتب علمی خاص (اعم از داخلی یا خارجی) اهتمام نمیورزند و عملاً اولویتبندی میان نظریهها و مکاتب موجود وجود ندارد. پرسش پژوهش حاضر آن است که نقش قوانین و مقررات آموزش عالی در این وضعیت چیست؛ آیا قوانین و مقررات باعث شده که دانشگاهها نتوانند روی مکتب علمی خاصی متمرکز شوند؟ پاسخ به این پرسش طی دو مرحله انجام شد: اول، بر اساس رویکرد سیستمی به دانشگاه، با استفاده از روش گروهمحوری، راهبردهای هفتگانۀ تقویت حضور مکاتب علمی در دانشگاهها استخراج شدند. دوم، در چارچوب ارزیابی قوانین و مقررات، با استفاده از معیار راهبردهای هفتگانۀ مذکور، تمامی قوانین و مقررات مربوط به آموزش عالی، از نظر تأثیر آنها بر حضور مکاتب علمی در دانشگاهها، مورد بررسی قرار گرفتند. درمجموع، نتیجۀ این پژوهش آن است که قوانین و مقررات زمینۀ چندان مساعدی را برای توسعۀ حضور مکاتب علمی در دانشگاهها فراهم نمی کنند.
The presence and development of scientific schools in universities can be the source of constructive dialogue and scientific progress. It seems that unlike many universities in the world, such a situation does not exist in our country's universities; In other words, universities do not seek to strengthen a particular school of science (whether internal or external) and there is virtually no prioritization between existing theories and schools. The question of the present study is what is the role of higher education laws and regulations in this situation; Have rules and regulations prevented universities from focusing on a particular school of science? The answer to this question was done in two stages: First, based on the systemic approach to the university, using the group-based method, weekly strategies to strengthen the presence of scientific schools in universities were extracted. Second, in the framework of the evaluation of laws and regulations, using the criteria of the mentioned weekly strategies, all laws and regulations related to higher education were examined in terms of their impact on the presence of scientific schools in universities. Overall, the result of this study is that laws and regulations do not provide a favorable environment for the development of the presence of scientific schools in universities.
