تحقق سیاست‌های حوزه آب نیازمند تامل و بازنگری در الزامات علم و فناوری با نگاه آینده‌پژوهانه است. از این رو ایجاد هرگونه تغییر در حوزه مسائل آب، نیازمند تغییر الگوی مصرف ، آموزش و پژوهش، تولید و انتقال فناوری مناسب و نوآورانه است. دراین راستا توسعه پایدار، تنظیم و ساماندهی تعامل انسان و محیط و تعامل انسان با انسان را در برمی‌گیرد. همچنین، یکی از مهم‌ترین ویژگی‌های قرن حاضر محوریت یافتن «آموزش» در گفتمان‌های توسعه در کشورهای جهان و سرمایه‌گذاری وسیع کشورها در آموزش به‌عنوان قدرتمندترین ابزار تحقق توسعه پایدار در حوزه آب است. از این رو هدف پژوهش حاضر، ارایه چارچوب سیاست‌گذاری علم و فناوری حوزه آب کشور با نگاه آینده‌پژوهانه است. روش انجام این پژوهش زمینه‌ای بوده و از لحاظ راهبردی دارای رویکردی کیفی و با توجه به هدف، پژوهشی کاربردی است. برای گردآوری داده‌ها از ترکیبی از روش‌های اسنادی (مطالعات کتابخانه‌ای) و مصاحبه با خبرگان بهره گرفته شده است. به منظور تجزیه و تحلیل داده‌ها نیز از روش «نظریه داده بنیاد» با رویکرد «طرح کلاسیک» گلیسر استفاده شده است. نتیجه تحلیل داده‌ها طی سه مرحله کدگذاری باز، محوری و انتخابی، منتج به شناسایی 58 گزاره مقوله‌ای، 19 مقوله و هفت دسته مقوله شد. این دسته مقوله‌ها شامل توجه به تغییر اقلیم، نظام فرهنگی، گسترش رشته‌های بین رشته‌ای در حوزه آب، اقتصاد نوآوری در حوزه آب، فناوری‌های آب، آموزش‌های نیروی انسانی کارآمد و گسترش آموزش‌های عمومی جهت افزایش سطح دانش جامعه درباره محیط زیست و موضوع آب است.
Realizing water policies requires reflection on the requirements of science and technology with a forward-looking perspective. Therefore, making any change in the field of water issues requires changing the pattern of consumption, education and research, production and transfer of appropriate and innovative technology. In this regard, sustainable development includes the regulation of human-environment interaction and human-human interaction. Also, one of the most important features of the present century is the centralization of "education" in development discourses in countries around the world and the large investment of countries in education as the most powerful tool for achieving sustainable development in the field of water. Therefore, the purpose of this study is to provide a policy framework for science and technology in the field of water in Iran with a future perspective. The method of this research is contextual, and strategically has a qualitative approach and according to the purpose, it is an applied research. A combination of documentary methods (library studies) and interviews with experts have been used to collect data. To analyze the data, the "grounded data theory" method with Glaser "classical design" approach has been used. The result of data analysis in three stages of open, axial and selective coding resulted in the identification of 58 categorical propositions, 19 categories and seven categories. These include attention to climate change, the cultural system, the development of interdisciplinary disciplines in the field of water, the economics of innovation in the field of water, water technologies, the training of efficient manpower, and the expansion of public education to increase community knowledge about the environment and water.
