سیاره زمین اثرات فزاینده تغییرات اقلیمی و افزایش در فراوانی و بزرگی رخدادهای شدید جوی را تجربه میکند. تبعات تغییر اقلیم مانند گرمای شدید، کمآبی، خشکسالی، سیل، بیابانزایی، فرونشست زمین و ریزگردها در ایران نیز با شتاب در حال آشکار شدن است. پژوهش حاضر با بهرهگیری از تعریف موسع از امنیت بدنبال پاسخ به این پرسش است که آیا پیامدهای تغییر اقلیم تهدیدی برای موجودیت و امنیت ملی ایران میباشد؟ فرضیه مقاله اینگونه تدوین یافته که تغییر اقلیم یک ابر بحران و تهدید امنیتی بلاواسطه بوده که میتواند کشور را از درون با تنشهای اجتماعی، آوارگی جمعیت، فقر و بیثباتی اقتصادی، نارضایتی از حکومت و کاهش مشروعیت آن مواجه سازد. در بیرون نیز میتواند مبنای اتحادها و ائتلافها و درگیری میان ایران و همسایگانش بر سر حوضههای آبریز مشترک باشد. یافتههای پژوهش گویای آن است که دولت ایران باید استراتژی «بیتصمیمی» را کنار گذاشته و در حوزه سیاست «علیا» یا سخت با پیامدهای فراگیر و غیرقابل پیشبینی تغییر اقلیم که میتواند در جایگاه دوم بعد از یک جنگ اتمی قرار گیرد، مقابله نماید. چارچوب نظری پژوهش نظریه امنیتی کپنهاگ و روش پژوهش توصیفی- تحلیلی میباشد.
The planet Earth is experiencing the increasing effects of climate change. The consequences of climate change, such as extreme heat, water shortage, drought, floods, desertification, micro dusts, are also rapidly becoming apparent in Iran. This article answers this question that “Are the consequences of climate change a threat to the existence and national security of Iran?” The hypothesis of the article is formulated in such a way that “climate change is a super-crisis and immediate security threat that can face the country from the inside with economic instability, social tensions, displacement of the population and a decrease in government legitimacy. From the external aspect, it can also be the basis of alliances and coalitions and conflicts between Iran and its neighbors over common watersheds.”The results of the research show that Iran's government should overcome the strategy of indecision in the issue of climate change consequences. Because the widespread and unforeseen of climate change can be second only to a global nuclear war. The theoretical framework of this article is Copenhagen security theory and the research method is descriptive-analytical.
