امروزه بسیاری از کشور‌های در حال توسعه به‌منظور رسیدن به توسعه پایدار بر ظرفیت و منابع درونی تکیه کرده‌اند که مهم‌ترین این منابع درآمد‌های مالیاتی است. چگونگی مشارکت مردم در تأمین درآمد‌های مالیاتی، حاصل فرهنگ مالیاتی یک جامعه می‌باشد که عوامل مهمی در شکل‌گیری آن دخیل می‌باشند. این تحقیق در پی پاسخگویی به این سؤالات است که چه عواملی بر فرهنگ مالیاتی مردم مؤثر هستند و راهکار‌ها و استراتژی‌های ارتقای این فرهنگ کدام‌اند. به‌منظور پاسخگویی به سؤال اول، از روش اسنادی بهره گرفته شده و از میان 140 عنوان پژوهش مرتبط با موضوع 48 عنوان مورد بررسی دقیق قرار گرفته‌‌اند، در نتیجه عوامل مؤثر بر فرهنگ مالیاتی در 4 دسته عوامل فردی، اجتماعی، سازمانی و قانونی استخراج گردیده‌اند. بررسی‌ها نشان می‌دهند نقشی که قوانین و سازمان‌های مالیاتی در ایجاد فرهنگ مالیات بازی می‌کنند بسیار پررنگ‌تر از از نقش مردم به‌عنوان عاملان فردی است. پاسخگویی به سؤال دوم نیز به روش مصاحبه با متخصصان انجام شده است که طی آن با 13 نفر از متخصصان حوزه ارتباطات و کارشناسان اقتصادی و مالیاتی و با استفاده از مصاحبه نیمه‌ساختاریافته صورت گرفته و استراتژی‌‌ها و راهبرد‌ها نیز در قالب سه دسته راهبرد‌های اجتماعی، سازمانی و قانونی ارائه گردیده‌اند. تأمین مالی کارمندان، استفاده از نیرو‌های متخصص، شفاف‌سازی و ارائه اطلاعات درباره هزینه‌کرد مالیات و ایجاد نظام جامع مالیاتی از جمله راهکار‌های سازمانی می‌باشد. در بخش اجتماعی، می‌توان به تقویت ارزش‌های دینی و اخلاقی و توجه به جامعه‌پذیری نسل جدید به‌عنوان راهکار فرهنگی و استفاده از رسانه‌ها به‌عنوان راهکار تبلیغاتی اشاره نمود. وضع قوانین شفاف، ایجاد مکانیزم نظارتی دقیق و تعیین مجازات‌های مؤثر نیز از اهم راهکار‌های بخش قانونی می‌باشد.
