خلاصة:
امروزه حکمرانی خوب در مقیاس وسیعی از سطح محلی تا بین‌المللی به کار برده می‌شود. در این بین سطح محلی دارای اهمیت ویژه‌ای است. با توجه به مشخصه‌هایی چون اصل تمرکززدایی، ساختار دموکراتیک، برنامه‌ریزی و تصمیم‌گیری محلی‌گرا و مردم نهاد، افزایش نقش نهادهای غیردولتی و جامعه مدنی، توجه به منافع عام مردم، توزیع فرصت‌ها و برقراری عدالت اجتماعی و جغرافیایی، افزایش اثربخشی و کارایی و در نهایت بهره‌مندی کل جامعه از توسعه و رفاه و ...، می‌توان دولت محلی را به دلیل ماهیت و کارکردهای خاصی که دارد، نمونه مطلوب و کارآمدی از حکمرانی خوب دانست. در این برداشت؛ تمرکززدایی (از ارکان دولت ملی)، مهم‌ترین و اصلی‌ترین هدف دولت محلی در تحقق حکمرانی خوب است. عدم حکمرانی خوب در کشور خصوصاً در مناطق روستایی، می‌تواند منشأ بسیاری از مشکلات اجتماعی در جامعه باشد. در پژوهش حاضر تلاش شده است علل عدم موفقیت حکمروایی محلی در ایران "مورد مطالعه: دهیاری‌های استان زنجان" بررسی و موردسنجش قرار گیرد. روش پژوهش حاضر، از حیث هدف پژوهشی کاربردی و روش اجرای پژوهش تلفیقی است بدین معنا که از روش توصیفی- تحلیلی و نیز از روش تحقیق میدانی و پیمایشی استفاده گردیده است. جامعه آماری پژوهش را دهیاری‌های استان زنجان تشکیل می‌دهد. شیوه نمونه‌گیری تصادفی بوده و حجم نمونه 200 دهیاری بوده و ابزار گردآوری اطلاعات پرسشنامه است. روایی آن توسط فرمانداران و بخشداران و پایایی آن با استفاده از آلفای 84/0 مطلوب ارزیابی شد. تجزیه و تحلیل داده‌ها با استفاده از نرم‌افزار اس. پی. اس. اس. انجام شد. نتایج نشان داد که بین محدودیت‌های دهیاری‌ها با عدم موفقیت آن‌ها رابطه مستقیم و معنا‌داری دارد و این رابطه با شدت تأثیر 667/0 تأیید شد.
Today, good governance is used on a wide scale from the local to the international level. Meanwhile, the local level is of particular importance. Considering the characteristics such as the principle of decentralization, democratic structure, local and non-governmental planning and decision-making, increasing the role of non-governmental organizations and civil society, paying attention to the common interests of the people, distributing opportunities and establishing social and geographical justice, increasing effectiveness and The efficiency and ultimately the benefit of the whole society from development and prosperity, etc., local government can be considered as a good and efficient example of good governance due to its special nature and functions. In this perception; Decentralization (one of the pillars of the national government) is the most important and main goal of the local government in achieving good governance. The lack of good governance in the country, especially in rural areas, can be the source of many social problems in the society. In the present study, an attempt has been made to investigate and evaluate the reasons for the failure of local governance in Iran in the "Case Study of Rural Areas of Zanjan Province". Descriptive-analytical method and in other chapters, field research and survey method has been used. The statistical population of the research consists of rural areas of the province. The sampling method is random and the sample size is 200 villages and the data collection tool is a questionnaire. Its validity was assessed by governors and district governors and its reliability was assessed as "0.84" using Cronbach's alpha. Data analysis was performed using SPSS software. The results showed that there is a direct and significant relationship between the limitations of rural areas and their failure. This relationship was confirmed by the intensity of the effect of 0.667.
