با فرض اینکه خمس یک تکلیف مالی بوده و از جانب خداوند در ارتباط با دولت اسلامی وضع شده باشد، باید هدف و پایه آن با هم تناسب داشته باشند. مواردی همچون درآمدهای اتفاقی و گنج که از مصادیق مورد تعلق خمس می باشند، با هدف تغییر رفتار سازگارتر بوده تا هدف تامین مالی. اما پایه های مالیاتی مشابه درآمدهای بدست آمده از ناحیه کار و معادن با هدف تامین مالی و توزیع مجدد درآمد سازگارتر است. این مقاله بر مبنای سه فرض زیر بحث خود را دنبال می کند:خمس یک نوع مالیات است، همه مصادیق خمس در ذیل یک پایه مالیاتی با عنوان غنیمت قرار می گیرند و عنوان غنیمت بر همه مصادیق ذکر شده خود در روایات قابل تطبیق است. همچنین این مقاله بیان می کند مراد از غنیمت در آیه خمس چیست؟ ، هدف از این مالیات چیست؟ چه تناسبی ما بین پایه و هدف از آن وجود دارد؟ و سپس نتیجه گیری می کند که اگر معنای غنیمت در آیه خمس سود، فایده خالص (بدون هزینه و مشقت) یا فایده غیر قابل انتظار باشد، در این صورت هدف متناسبتر با این مبنای مالیاتی، یک هدف تخصیصی و توزیعی باشد تا یک هدف تامین مالی
