مقدمه: سازمان های اداری مجموعه پیچیده ای را در برمی گیرد که شامل تعدادی اشخاص حقوقی است که دارای مشخصات متنوعی هستند. دولت نه تنها یک نهاد سیاسی است و از این لحاظ موضوع مطالعه حقوق اساسی است، بلکه در رأس سازمان های اداری نیز قرار می گیرد. وظایف و حدود اختیارات مقامات عالی اداری که در رأس سازمان های اداری قرار دارند موضوع مطالعه حقوق اساسی است، در حقوق اداری، تشکیلات اداری زیر مجموعه دولت بعنوان قوه مجریه و وظایف اداری مقامات اداری مورد بررسی قرار می گیرد. رابطه بین دولت و نهادهای اداری زیر مجموعه دولت و دیگر نهادهای تخصصی براساس اصول سامان یافته حقوقی و فنی استوار است و جهت سهولت مطالعه بدواً اصول حاکم بر سازمان های اداری به تفکیک مورد بررسی قرار می گیرند.روش پژوهش: این پژوهش از طریق مطالعات میدانی و کتابخانه ای گردآوری گردیده استیافته ها: تئوری اصول کلی حقوق اداری در مدل های حقوق اداری در این فضا شکل گرفت و توسعه پیدا نمود. این موضوع به ویژه با طرح و گسترش دکترین حکمرانی خوب و حق بر اداره مطلوب در حقوق اداری مدرن اهمیت ویژه ای پیدا نموده است.نتیجه گیری: نتیجه ای را که می توانیم به آن اشاره کنیم این است که مهمترین اصول حاکم بر سازمان های اداری، اصول حقوقی شامل اصل قانونی بودن، اصل سلسله مراتب اداری،اصل شخصیت حقوقی سازمان های اداری و ایجاد و سازمان دهی دستگاه های اداری و اصول فنی ، شامل تمرکز اداری و عدم تمرکز اداری می باشند.
Abstract:Administrative organizations include a complex set which includes a number of legal entities that have a variety of characteristics. The government is not only a political entity, and it is subject to the study of fundamental rights, but also at the head of administrative organizations. the functions and limits of the authority of the supreme administrative authority, which are at the head of office organizations, is subject to the study of the fundamental rights, in administrative law, the administration under the government complex as executive branch and administrative duties of administrative officials. the relationship between government and administrative bodies is based on the government's set and other specialized agencies based on the basics of legal and technical work and, for ease of study, the principles governing administrative organizations are studied. this study is collected through field and library studies and the results we can point to is that the most important principles governing the administrative organizations, the principles of legitimacy, the principle of the administrative hierarchy, the principle of the legal personality of administrative organizations, the establishment and organizing of office machines and technical principles, include administrative focus.
