بهینه‌سازی یارانه صادراتی پرتقال و اثر آن بر رفاه عرضه‌کنندگان این محصول در ایران مقالة

به‌منظور توسعه صادرات بخش کشاورزی و با وجود اهمیتی که تولید مرکبات در این بخش دارا می‌باشد، لازم است جهت استفاده از ظرفیت‌های تولید این محصولات در ایران و کسب درآمد از طریق آنها در بازارهای جهانی، حمایت‌های لازم از تولیدکنندگان در زمینه صادرات صورت گیرد. در این راستا در مطالعه حاضر با استفاده از یک مدل برنامه‌ریزی ریاضی، نرخ بهینه یارانه صادرات پرتقال محاسبه و اثر آن بر رفاه عرضه‌کنندگان داخلی پرتقال سنجیده شده است. اطلاعات مورد نیاز در این مطالعه مبتنی بر داده‌های سال 1396 بوده که به‌صورت کتابخانه‌ای جمع‌آوری گشته است. نتایج تحقیق حاکی از آن است که یارانه صادرات وضع شده برای پرتقال در سال 1396 بهینه نبوده و برای بهینه‌سازی بایستی از 5000 ریال به 7918 ریال به ازای هر کیلوگرم صادرات پرتقال افزایش یابد. با پرداخت این میزان یارانه، میزان صادرات و عرضه پرتقال به‌ترتیب حدود 73/06 و 0/41 درصد افزایش یافته و میزان تقاضا حدود 0/66 درصد کاهش می‌یابد. افزایش عرضه در کنار افزایش قیمت‌های داخلی منجر به افزایش 0/82 درصدی در رفاه عرضه‌کنندگان این محصول می‌شود.

In order to develop agricultural exports and despite the importance of the production of citrus in this sector, should be provided the necessary support from the producers in the export, in order to use the production capacity of this products in Iran. In this regard, in the present study, using a mathematical programming model, the optimal level of subsidy for export of orange has been calculated and evaluated its effect on the welfare of the domestic suppliers of orange. The information required in this study was based on 2017, which has been collected in the form of documents. The results of the research indicate that the export subsidy for orange in 2017 has not been optimal and for optimization, the subsidy increases from 5,000 Rials to 7918 Rials per kg of orange exports. By paying this subsidy, the export and supply of orange increased by 73.6% and 0.41%, respectively, and demand decreased by 0.66%. Rising supply along with rising domestic prices will lead to 0.82% increase in the welfare of the orange suppliers.
