زمینه و هدف: تخلیه اضطراری از نخستین مراحل مدیریت بحران بهشمار میرود که باید در کمترین زمان ممکن انجام شود و میتواند تأثیر بهسزایی در کاهش مرگ و میر ناشی از وقوع مخاطره داشته باشد. لذا هدف این مقاله، ارزیابی زمان تخلیه اضطراری فرودگاه مهرآباد در شرایط اضطراری از طریق شبیهسازی استراتژیهای تخلیه اضطراری جمعیت میباشد.
روش: روش پژوهش از نوع توصیفی- تحلیلی، از نظر حل مسأله، ترکیبی و نوع نتایج، تبیینی میباشد. جمعآوری اطلاعات میدانی و اسنادی انجام گرفته است. جامعه آماری شامل 53 نفر از متخصصان، هیأت علمی و دانشجویان تحصیلات تکمیلی میباشند. از نمونهگیری تصادفی و از فرمول کوکران استفاده شده است. بعد از انجام مصاحبه و تکمیل پرسشنامه، 8 سناریو با حداکثر دو عامل ناسازگار از نرم افزار ویزارد حاصل شده است و از این 8 سناریو، سناریوی پنجم به دلیل اینکه عامل بحرانی در آن بیشتر تعریف شده است، شبیهسازی شده است. سپس شبیهسازی عامل بنیان (انی لاجیک) در سناریوی پنجم در دو حالت الف و ب انجام شده است.
یافتهها: سناریو پنجم با ارزش سازگاری 1- و عدد توصیفی 1 و تأثیر کلی 60 و وجود حالت بحرانی بیشتر در بررسی وضعیت عوامل به تفکیک هر سناریو، نسبت به سناریوهای دیگر در شرایط بحرانیتری قرار دارد، زیرا خود اتاق بازرسی دارای گیت است که از سرعت خروج افراد میکاهد و زمان مورد نیاز خروج افراد را افزایش میدهد. زمان کل تخلیه در سناریوی پنجم، 84 دقیقه و زمان شبیهسازی7.93 دقیقه میباشد. در حالت الف، 3600 نفر در 98 دقیقه محل را ترک میکنند و در حالت ب نیز، همین تعداد نفر در 105 دقیقه محل را ترک مینمایند.
نتیجه گیری : سناریوی پنجم در بین سناریوها در شرایط بحرانیتری قرار دارد. در حالت ب زمان نسبت به حالت الف افزایش یافته است. در واقع، افزایش زمان در حالت ب به این دلیل است که فقط موانع مسیر برداشته شده و درب اضافه نشده است. از این رو میتوان نتیجه گرفت که تنها رفع موانع، روش کارآمدی برای کاهش زمان نمیباشد و باید درب اضطراری نیز به مدل اضافه شود. همچنین با توجه به سناریوی پنجم، تابآوری سالن شماره 2 فرودگاه در شرایط اضطراری مناسب نمیباشد. در سناریوی پنجم و به تبع آن مدلهای الف و ب، تراکم در نظر گرفته شده 2000 نفر (تراکم معمول روزانه فرودگاه) میباشد، که با ایجاد بحران و مسدود شدن مسیرها، گرههای جمعیتی در مدل مشاهده میگردد و صرفاً زمانی که تعداد افراد از 1000 نفر بیشتر نباشد را میتواند به طور ایمن تخلیه نماید. برخلاف پژوهشهای پیشین -که نگاهی تک بُعدی به موضوع تخلیه اضطراری داشتهاند، این مقاله رویکردی ترکیبی دارد و این از مزایای این تحقیق نسبت به تحقیقات گذشته است که از تکنیک تصمیمگیری آثار متقابل برای شناسایی سناریوها و متغیرهای وزندار در کنار تکنیک شبیهسازی بهره برده است و به مسأله پرداخته است.
Background and objective: Emergency evacuation is one of the first stages of crisis management, which should be done in the shortest possible time and can have a great effect in reducing the death rate caused by the occurrence of danger. So the purpose of this article is to evaluate the emergency evacuation time of Mehrabad Airport in emergency situations through the simulation of emergency population evacuation strategies.
Method: The research method is descriptive-analytical, in terms of solving the combined problem and the type of explanatory results. Collecting field and documentary information has been done. The statistical population includes 53 specialists, academic staff and graduate students. Random sampling and Cochran's formula were used. After conducting the interview and completing the questionnaire, the scenarios with a maximum of two incompatible factors were obtained from the Wizard software, and then the fifth scenario and two modes A and B were modeled in the Any Logic software.
Findings: The simulation results have shown. The evacuation time in the fifth scenario is higher than the other scenarios because the inspection room itself has a gate that reduces the speed of people leaving and increases the time required for people to leave. The results show that in case B, the time has increased compared to case A, in fact, in case A, 3600 people leave the place in 98 minutes, and in case B, the same number of people leave the place in 105 minutes. The reason for the increased time in mode B is because only the obstacles on the path are removed and the door is not added.
Conclusion: It can be concluded that only removing the obstacles is not an efficient method to reduce the evacuation time and the emergency door should also be added to the model. Also, according to the fifth scenario, the resilience of airport hall number 2 is not suitable in emergency situations because in the event of a crisis and an increase in congestion, the level of fear and speed is very high. In fact, in the event of a crisis, the airport in question is able to safely evacuate when the number of people exceeds 1000, since the number of people in normal conditions is 2000. Unlike the previous researches that had a one-dimensional look at the issue of emergency evacuation, this article has a mixed approach.
