خلاصة:
جوهره سیاست و جامعه‌شناسی سیاسی، بر چگونگی نظم یافتن روابط نابرابر قدرت، میان حاکمان و فرمانبران استوار است. این دقیقاً همان چیزی است که ضرورت وجودی نظم سیاسی و استمرار یا اسقاط آن را توجیه می‌کند. لذا ساخت نهادی دولت و ثبات سیاسی آن مبنی بر اینکه از مشروعیت سیاسی لازم برخوردار باشد یا نباشد، در استمرار یا اسقاط آن نقش برجسته‌ای دارد. در این راستا، پژوهش حاضر بر این امر تأکید دارد که دولت‌سازی در دوره پهلوی اول در تعارض با دموکراسی استقرار یافت و به‌تبع آن از فقدان مشروعیت رنج می‌برد و ثبات سیاسی آن شکننده بود؛ بنابراین، در این پژوهش، ساخت نهادی دولت در پهلوی اول و ارتباط آن با نهادهای دموکراسی به‌عنوان مهم‌ترین مؤلفه مشروعیت دهنده به روابط نابرابر قدرت مورد بررسی قرار می‌گیرد و درصدد پاسخ‌گویی به این سؤال است که چرا نظم سیاسی در دوره پهلوی اول از مشروعیت سیاسی لازم برخوردار نبوده است؟ فرضیه پژوهش مبتنی بر این پاسخ است که میل رژیم در دوره اول پهلوی به سمت قدرت نامشروع از رهگذر تعارض میان منافع شخصی و منافعی غیرشخصی در تعارض با نهادمندی سیاسی قرار گرفت و به‌تبع آن رژیم از بازتولید مشروعیت سیاسی ناتوان و نظم سیاسی با زوال و فقدان مشروعیت روبه‌رو شد. داده‌ها از طریق روش کتابخانه‌ای ـ اسنادی گردآوری و تحلیل داده‌ها با بهره‌گیری از «نظریه تعارض منافع و ارزش‌ها» تامس نیگل انجام شده است.

In this regard, the current research emphasizes that state-building in the first Pahlavi period was established in conflict with democracy, and as a result, it suffered from a lack of legitimacy and its political stability was fragile; Therefore, in this research, the institutional structure of the government and its relationship with the institutions of democracy are examined as the most important component of legitimizing unequal power relations And it tries to answer the question why the political order did not have the necessary political legitimacy during the first Pahlavi period? The hypothesis of the research is based on the answer that the desire of the government in the first Pahlavi period towards illegitimate power through the conflict between personal and impersonal interests came into conflict with political institutionalism, and as a result, the regime was incapable of reproducing political legitimacy and the political order was deteriorating. The lack of legitimacy was faced. The data has been collected through the library-document method and data analysis has been done using Thomas Nigel's "Conflict of Interests and Values Theory".
