مدیریت سیلاب متضمن کاهش اثرات و خطرات است، اما حذف اثرات و خطرات تقریباً ناممکن است. دلیل این امر، محدودیتهای مالی و دانش محدود و اندک ما انسانها است. یکی از راهکارهای کاهش اثرات در برابر مخاطرات، تاب آوری است. بر همین اساس هدف اصلی این پژوهش شناسایی پراکنش فضایی وضعیت تاب آوری در نواحی منطقه یک شهر تهران است. لذا برای دستیابی به هدف از روش فازی در نرم افزار GIS استفاده شد. نتایج شاخص نهایی تاب آوری نشان میدهد که ناحیه یک بالاخص جنوب و مرکز آن دارای بهترین شرایط بودند. نواحی 4 و 5 نیز در مجاورت آن دارای شرایط مناسبی بودند، اما در مقایسه با ناحیه یک میزان کمتری از مساحت آنها در دسته با شرایط مناسب قرار میگرفت. به طور کل این سه ناحیه (1، 4 و 5) یک قطب به هم پیوسته را تشکیل داده بودند. بعد از ناحیه 1، ناحیه 6 دارای بهترین وضعیت بود. حوزه نفوذ این ناحیه بر خلاف ناحیه 1 یک محدوده به هم پیوسته را در سایر نواحی تشکیل نداده و صرفا محدوده ناحیه 6 را شامل میشود. همچنین . به طور کلی نواحی غربی (2، 3، 7 و 8) تا حدی دارای وضعیت نامناسبتری نسبت به نواحی شرقی بودند.
Flood management involves reducing the effects and risks, but eliminating the effects and risks is almost impossible. The reason for this is the financial limitations and limited knowledge of humans. Resilience is one of the ways to reduce the effects of risks. Based on this, main goal of this research is to identify the spatial distribution of the state of resilience in the districts of the 1est region of Tehran. Therefore, fuzzy method was used in GIS software to achieve the goal. The results of the final resilience index show that district one, especially the south and the center, had the best conditions Districts 4 and 5 also had suitable conditions in its vicinity, but compared to district 1, their area was less in the category with suitable conditions. In general, these three districts (1, 4 and 5) formed a connected pole. After district 1, district 6 had the best situation. The sphere of influence of this district, unlike district 1, does not form a contiguous area in other areas and only includes the area of district 6. Also, in general, the western districts (2, 3, 7 and 8) had a somewhat worse condition than the eastern districts.
