خلاصة:
زمینه: شناخت خصوصیات نیروی انسانی و عوامل موثر بر کارایی آنان یکی از دل مشغولیهای مدیران سازمانها محسوب میگردد. تحقیق حاضربا هدف شناسایی و رتبه بندی و عوامل موثر بر اهمال‌کاری از منظر اخلاق حرفه ای شکل گرفت. روش: پژوهش حاضر به روش آمیخته اکتشافی انجام شد. در بخش کیفی جامعه آماری مدیران با تجربه اداره مالیاتی و همچنین اساتید متخصص و خبره در زمینه منابع انسانی بودند که نمونه ای 15 نفره به روش هدفمند تا رسیدن به اشباع نظری انتخاب شد. ابزار مصاحبه نیمه ساختار یافته بود و داده ها با تکنیک دلفی تحلیل شدند. در بخش کمی جامعه آماری کارکنان سازمان امور مالیاتی استان آذربایجان شرقی بودند که با روش نمونه گیری تصادفی طبقه ای نمونه ای 277 نفره انتخاب شدند. ابزار پرسشنامه محقق ساخته بخش کیفی بود و داده ها با روش‌های آماری توصیفی و استنباطی و با انجام آزمون فرید من با نرم افزار FTopsis رتبه بندی شدند. یافته ها: طبق نتایج 19 شاخص در اهمال کاری و آنومی اجتماعی نقش دارند که در دو بعد فردی و سازمانی قابل تقسیم هستند. اولویت بندی شاخص های 19 گانه اهمال کاری نشان داد که نارضایتی پرسنل، فقدان مسئولیت پذیری شغلی، عدم تعهد، بوروکراسی ناکارآمد و عدم شایسته سالاری و رابطه گرایی به جای ضابطه گرایی به ترتیب به عنوان 5 مورد از با اهمیت ترین عوامل اهمال کاری مطرح هستند. نتیجه گیری: برای کاهش اهمال کاری باید به عوامل زمینه ساز آن مورد توجه قرار گرفته و اخلاق حرفه ای به عنوان یک رکن اساسی در کاهش آنومی اجتماعی مورد تشویق و حمایت قرار گیرد.
Background: Knowing the characteristics of human resources and the factors affecting their efficiency becomes one of the tasks of managers of organizations. The current research was formed with the aim of identifying and ranking and the result factors on procrastination from the perspective of professional ethics.
Method: The present research was conducted using a mixed exploratory method. In the qualitative part, the statistical population was with tax experience as well as expert professors in the field of human resources. The interview tool was semi-structured and the data was analyzed using the Delphi technique. In the quantitative part of the statistical population, there were employees of the tax affairs organization of East Azarbaijan province, who were selected by random sampling from a sample of 27 people. The questionnaire tool was made by the qualitative section of the researcher and was ranked by descriptive and inferential statistical methods and by performing Fridman test with Topsis software.
Results: According to the results, 19 indicators play a role in procrastination and social anomie, which can be divided into two dimensions, individual and organizational. The ranking of 19 indicators of procrastination shows that staff dissatisfaction, lack of job responsibility, without exception, inefficient bureaucracy and lack of meritocracy and rationalism instead of rule-based approach are respectively the 5 most important factors of procrastination.
Conclusion: To reduce procrastination, attention should be paid to its underlying factors and professional ethics should be supported and supported as a basic pillar in reducing social anomie.
