در سال‌های اخیر، جایگاه برنامهها و طرح‌های توسعه شهری در شکل‌گیری فضای شهر تهران به دلیل غلبه روزافزون سوداگری بر این فرایند و در پی آن کاهش توان زیست عموم ساکنان تهران، بیش از پیش مورد پرسش قرار گرفته است. در این میان، تصور غالب آن است که علت شکست برنامهها و طرح‌های توسعه شهری، بیش از همه به دلیل نبود دانش مدیریت شهری بوده است. عمده پژوهش‌های تاریخی در مورد شهر تهران نیز هماهنگ با این تصویر، تحولات شهر تهران را از زاویه‌ی برنامهها و طرح‌های شهری مطالعه کرده‌اند. مقاله حاضر با هدف فراهم کردن مبنایی دقیق برای برنامه‌ریزی، مدعی است که چنین تصوری از شهر و مدیریت شهری چندان با واقعیت‌های تاریخی هم‌خوان نیست و لازم است تاریخ شکل‌گیری تهران با دقتی بیشتر و با عطف به تنش‌های درون حکمرانی شهری و ملی، به رسمیت‌شناختن نیروی جمعیت مهاجر در حکم نیرویی مؤثر بر شکل‌گیری برنامه، و نیز بازاندیشی در تلقی رایج از شهر تهران در مقام تابع محض «سیاست‌های دولتی»، نگاشته شود. پژوهش تاریخی پیش‌رو با استفاده از روش تبارشناسی و مفهوم‌پردازی فضا که در حکم مجموعه‌ای از روابط میان نیروها و پدیده‌ها است، آغاز شکل‌گیری تهران کنونی را در بازه زمانی سال‌های ۱۳۲۴ تا ۱۳۴۱ یافته و نشان می‌دهد که فضای تهران به معنای امروزی‌اش، در تلاقی سه نیروی برنامه‌ریزی، سوداگری و زیست روزمره پدید آمده است. بنابر یافته‌های پژوهش، دگرگونی ساختار برنامه‌ریزی و مدیریت شهری به صورت افقی، تعاملی و با دربرگرفتن تمامی نیروهای اصلی سازنده فضای تهران، شرط خروج از بحران کنونی برنامه‌ریزی توسعه شهری تهران است.
In recent years, the place of urban development plans and projects in the formation of Tehran's city space has been questioned more and more due to the increasing dominance of commercialism over this process and the subsequent decrease in the living capacity of the residents of Tehran. In the meantime, the prevailing opinion is that the reason for the failure of urban development plans was mostly due to the lack of urban management knowledge. Most of the historical researches about the city of Tehran have also studied the developments of the city of Tehran from the perspective of urban plans and plans in accordance with this image. With the aim of providing an accurate basis for planning, this article claims that such an idea of the city and urban management is not very consistent with historical facts and it is necessary to study and rewrite the history of the formation of Tehran more accurately with reference to the tensions within urban and national governance, recognition of the immigrant labor force population as an effective force on the formation of the program, as well as a rethinking of the common perception of the city of Tehran as a mere subordinate of “government policies”. Using the method of historiography and conceptualization of space, which is a set of relationships between forces and phenomena, the current historical research found the beginning of the formation of the current Tehran in the time period of 1945 to 1962 and shows that the space of Tehran, in its modern sense, is the intersection of three forces; Planning, business and daily life have emerged. According to the findings of the research, the transformation of the structure of planning and urban management in a horizontal, interactive way and by including all the main forces that create Tehran's space is the condition for exiting from the current crisis of Tehran's urban development planning.
