دستیابی به توسعه روستایی مستلزم اهتمام ویژه به ذینفعان و بهره‌مندی از ظرفیت‌های جوامع محلی می‌باشد و این امر زمانی میسر خواهد بود که از سرمایه‌های اجتماعی در مناطق روستایی به نحو مطلوب استفاده نمود. در این پژوهش دو بعد سرمایه اجتماعی یعنی اعتماد و مشارکت اجتماعی تعریف و مورد بررسی قرار گرفته است. دهستان دشت ارزنه یکی از دهستان‌های با ظرفیت بالای نیروی انسانی، اقتصادی، طبیعی و گردشگری در شهرستان باخرز است که کم توجهی به شاخص‌های اجتماعی همچون مشارکت، اعتماد، انسجام اجتماعی, تعهد و مسئولیت پذیری و .. زمینه ساز مشکلات متعدد در روستاها و حتی مهاجرت از روستاها، نارضایتی مردم، عدم احساس مسئولیت در زمینه جریانات روستایی شده است. که برنامه‌ریزی در این زمینه بسیار ضروری می‌باشد. پژوهش حاضر به لحاظ هدف کاربردی و به لحاظ ماهیت از نوع تحقیقات توصیفی – تحلیلی است. جامعه آماری پژوهش شامل سرپرستان خانوار روستایی دهستان ارزنه در شهرستان باخرز بوده و بر اساس آخرین سرشماری نفوس مسکن تعداد جامعه مطالعاتی 2779 خانوار می باشد و بر مبنای فرمول کوکران حجم نمونه مطالعاتی 300 نفر تعیین شده است. بمنظور بررسی ابعاد سرمایه‌های اجتماعی از آزمون‌های همبستگی اسپیرمن و مقایسه میانگین بین مؤلفه‌ها (تی مستقل) استفاده شد. یافته‌های پژوهش نشان داد که در بین مؤلفه‌های سرمایه‌های اجتماعی، مشارکت، احساس مسئولیت و اعتماد‌سازی تاثیر بسزایی در تقویت سرمایه‌های اجتماعی و دستیابی به توسعه روستایی در روستاهای مورد مطالعه داشته است و از بین 5 روستای مورد مطالعه، سه روستا توانسته‌اند به توسعه مطلوب بعد از انجام پروژه توان افزایی دست پیدا کنند، برمبنای یافته‌های پژوهش تقویت تشکل‌ها و گروه‌های مردمی از مهمترین راهبردهای تقویت سرمایه‌های اجتماعی و دستیابی به توسعه روستایی می‌باشد.
Achieving rural development requires special attention to stakeholders and utilizing the capacities of local communities, which will be feasible when social capital in rural areas is effectively utilized. This study focuses on two dimensions of social capital, namely trust and social participation. Dasht-e Arzaneh District is one of the high-potential districts in terms of human, economic, natural, and tourism resources in Bakharz County. Neglecting social indicators such as participation, trust, social cohesion, commitment, and responsibility has led to various problems in villages, including migration from villages, dissatisfaction among people, and a lack of responsibility in rural affairs. Planning in this regard is crucial. The present research is of an applied nature and falls under the category of descriptive-analytical research. The target population of the study includes household heads in Dasht-e Arzaneh District in Bakharz County, with a total of 2779 households based on the latest census data. The sample size of the study has been determined to be 300 individuals using the Cochran formula. Spearman correlation tests and independent t-tests were used to examine the dimensions of social capital and compare the means between components. The findings indicate that among the components of social capital, participation, sense of responsibility, and trust have had a significant impact on strengthening social capital and achieving rural development in the studied villages. Among the 5 villages studied, three villages were able to achieve desirable development after implementing capacity-building projects. Based on the research findings, strengthening associations and community groups are among the most important strategies for enhancing social capital and achieving rural development.
