خلاصة:
ظهور فناوری و رویکردهای مرتبط با آن، تغییراتی را در تمام ساحات بشری به وجود آورده که نظام بینالملل نیز از آن مستثنی نبوده است. در میان انواع فناوریها، فناوریهای نوظهور با ویژگیهای خود تأثیرات مهمی را در موضوعات بینالمللی داشته و تغییراتی را در مناسبات کنشگران سپهر سیاسی ایجاد نمودهاند. در میان انواع فناوریهای نوظهور، «هوش مصنوعی» به دلیل قابلیتهای خود با استقبال بیشتری مواجه گردیده است. این مقاله، با روش توصیفی ـ تبیینی و از طریق بررسی و تبیین کارکردهای فناوری هوش مصنوعی به دنبال پاسخ به این پرسش است که این فناوری چه تغییراتی در امنیت ملی دولتها ایجاد مینماید. از پژوهش حاضر میتوان دریافت که اگرچه هوش مصنوعی روزبهروز در تمامی ساحات زندگی بشر و امور حکمرانی رو به رشد و تصاعد میباشد، لیکن این فناوری ذاتاً تهدیدی برای امنیت دولتها تلقی نمیگردد و از این رو، دولتها ملزم به ارتقای سطح دانش و کاربست آن در مناسبات امنیتی خود میباشند تا با ایجاد توازن میان دانش و بافت امنیتی خود، رشد هماهنگ و متوازنی را فراهم نموده و بدینترتیب بتوانند شاخصهای امنیت مرتبط با هوش مصنوعی را تقویت نموده و در مقابل، با کمترین آسیب امنیتی مواجه گردند.
The advent of technology and related approaches has brought about changes in all areas of humanity, of which the international system is no exception. Among the types of technologies, emerging technologies with their characteristics have had important effects on international issues and have made changes in the relations of political sphere actors. Among the various emerging technologies, "Artificial Intelligence" has become more popular due to its capabilities. With a descriptive-explanatory method and by examining and explaining the functions of artificial intelligence technology, this paper seeks to answer the question of what changes this technology causes in the national security of states. From the present study, it can be seen that although artificial intelligence is growing day by day in all areas of human life and governance, but this technology is not inherently a threat to the security of states and, therefore, leads states to consider a new area of artificial intelligence and its applications in their national security strategies, and requires them to anticipate the necessary funding for research and development in this area.
