تخصیص منابع مالی به بخش کشاورزی توسط بانکها اغلب بر اساس الگوی مارکویتز انجام میشود که در آن ریسک و بازدهی یک سرمایهگذاری به طور همزمان مورد توجه قرار میگیرد. اما، در نظر گرفتن این دو معیار به تنهایی در تخصیص منابع مالی نمیتواند منجر به توسعه محصولات با پایداری اقتصادی و منطبق با شرایط اقلیمی گردد. در این مطالعه، الگویی برای تخصیص منابع مالی به بخش زراعت تدوین شده که در آن، علاوه بر اهداف افزایش بازدهی و کاهش ریسک تسهیلات، پایداری اقتصادی محصولات نیز به عنوان هدف سوم مورد توجه قرار گرفته است. الگوی تدوین شده با استفاده از اطلاعات و آمار بانک کشاورزی (دوره زمانی 1394-1399) به عنوان نهاد اصلی تامین کننده منابع مالی بخش کشاورزی اجرا و پرتفوی بهینه تسهیلات برای بخش زراعت توسط این بانک با اهداف یاده شده ارائه شده است. حل الگوی تدوین شده با استفاده از روش e-constraint و با رویکرد لکزیکوگرافیک در قالب الگوی برنامهریزی ریاضی چند هدفه صورت گرفته است. نتایج پرتفوی بهینه تسهیلات برای بخش زراعت نشان داد اولا، پرتفوی پیشنهادی نسبت به پرتفویهای مورد عمل بانک از نظر بازدهی، ریسک و شاخص پایداری اقتصادی، دارای وضعیت مطلوبتری میباشد. دوما، الگوی تدوین شده پرتفوی تسهیلاتی را پیشنهاد میدهد که در آن بیشترین سهم به محصولاتی تعلق میگیرد که بیشترین انطباق را با شرایط اقلیمی کشور دارند و برای تولیدکنندگان آن بیشترین جبران ریسک را عاید میکنند. با توجه به اهداف سه گانه در نظر گرفته شده در تشکیل پرتفوی تسهیلات توسط الگو، این الگو قادر است ضمن تامین منافع سهامداران بانک به عملی کردن وظیفه توسعهای بانک نیز کمک نماید و بدین ترتیب، به تحقق هدف سیاستگذار بخش کشاورزی که اصلاح تدریجی الگوی کشت به سمت الگوی کشت پایدار است مساعدت نماید. بنابراین، پیشنهاد میشود بانک کشاورزی و سایر نهادهای تامین کننده منابع مالی با بهره گیری از الگوی پیشنهادی در این مطالعه شاخص پایداری اقتصادی فعالیتها را در تخصیص منابع مالی خود به محصولات کشاورزی مورد توجه قرار دهند.
The allocation of financial resources to the agricultural sector by banks is often based on the Markowitz model, in which the risk and return of an investment are taken into account at the same time. However, considering these two criteria alone in the allocation of financial resources cannot lead to the development of products with economic sustainability and compatible to the Irans’climatic conditions. In this study, a model for allocating financial resources to the agriculture sector has been developed in which the economic sustainability of products has also been considered in addition to the goals of increasing return and reducing the risk of financing the products. This model was applied to the data of the Agricultural Bank of Iran, as the main supplier of financial resources to the agricultural sector, and specified the optimal loan portfolio for this bank. The model was solved using the e-constraint method within the lexicographic approach in the form of a multi-objective mathematical programming model. Results indicate that the proposed optimal loan portfolio for the agriculture sector is much more preferred to current banks’ portfolio in terms of return, risk and economic sustainability index. Also, the developed model suggests a loan portfolio in which the largest share is given to products that are most compatible with the country's climatic conditions and provide the highest risk compensation index. Thus, the resulted loan portfolio can guarantee the benefit of the bank's shareholders, help to fulfill the banks’ development responsibilities, and support the policy maker in development of sustainable products and transferring the current cultivation patterns towards a sustainable cultivation pattern. Therefore, it is suggested that the Bank of Agriculture and the other financial providers utilize the proposed model and take into account the economic sustainability index of the products in allocating the financial resources to agricultural products.
