"In a superficial glance it seems that decision of the leaders of the communist party in its plenum concerning transfer of the activities of the Toudeh Party from the former Soviet Union to Germany aimed at freer activity in the democratic Germany, but as Ehsan Tabari has admitted, this was a plan by the former Soviet Union to expel the party form Iran so that Moscow would be able to establish diplomatic relations with Iran since the former Soviet regime thought the regime of Mohammad Reza Shah would survive for some time and in order to maintain relations with this southern neighbor the Toudeh party would be troublesome and on the other hand it did not wish to dissolve it because the party could serve as a potential threat against the Pahlavi regime.
