To answer this question, some presumptions are raised: A- The mainstream trend in the contemporary Iran has been the acquisition of economic power through the political one; B- The state has hindered the growth of an independent middle class in order to maintain its power; C- The state has been the main agent in the continued preponderance of political power over the economic one; and D- In the present time, supporting non-democratic regimes may be in contradiction with the interests of the capitalist system due to the close relationship between capitalism and democracy in the globalization process.
In this direction, the hypothesis that is tested includes that "by empowering social forces through power distribution, guaranteeing private property and respect for individual, on the one hand, and exerting pressure on the state in order to enhance the legitimacy of the capitalist system on the other, the capitalist system as the necessary condition for political development can weaken the closed power circuit in Iran and can facilitate the transition into political development.
To this end, it may be argued that transnational forces have played a secondary role in the reproduction of the closed circuit as the key obstacle to the political development in Iran, and this has usually been conducted through the state.
Conclusion Democratization and subsequently political development in Iran have been faced with a major barrier that is the state inclination to the reproduction of the closed power circuit within the past one hundred years.
