94 PERFORMANCE OF REGIME ‘ Having briefly presented an overall macro—picture of the Iranian economy over the past five years, we shall discuss the performance of the key sectors of the economy ——- oil, agriculture, and industry ——- in some detail and note the major problems facing the economy.
There are three major problems which continue to plague Iranian agriculture: (a) uncertainty over land ownership; (b) conflict between old and new institutions; and (c) excessive centralization of bureaucratic- administrative apparatus.
The successive holding of elections even under extremely adverse circumstances, special attention and channeling of real resources to agriculture, gradual efforts and a strong desire to transform the dependent industrial structure into a self~reliant one and an acute consciousness to change the oil—based economy to a normal functioning economy are the chief characteristics of the Iranian political economy.
