Abstract:
با توجه به اهمیت مساله دانش و تجاری سازی آن که در پیشرفت و صنعتی شدن کشورها بسیار موثر است.و با توجه به عدم استفاده و بهره برداری صحیح از تولیدات دانشی و دارایی های فکری(از قبیل اختراعات،دانش فنی،توسعه نرم افزارها و...)در کشور به دلیل وجود موانع،در این تحقیق به شناسایی و رتبه بندی موانع موجود در سر راه تجاری سازی تولیدات علمی کشورها و ارائه پیشنهاد جهت برطرف کردن آن ها،پرداخته شده است.بدین منظور ابتدا متغیرهای سنجش این موانع با استفاده از ادبیات پژوهش و مصاحبه با مدیران و کارشناسان استخراج و در قالب پرسشنامه ای تهیه و پس از تایید روایی و پایایی آن در بین جامعه آماری توزیع گردید.سپس داده های بدست آمده از پرسشنامه مورد تجزیه و تحلیل قرار گرفته است.در نهایت نتایج به دست آمده نشان داد که به ترتیب،ارتباط ضعیف دانشگاه ها یا بخش صنعت،کافی نبودن درآمد تحقیقات برای محققان،کمبود منابع فیزیکی مناسب برای تحقیقات و کم توجهی به رعایت شایسته سالاری در انتخاب مدیران بخش علم و فناوری از مهم ترین موانع در بعدهای فرهنگی،نیروی انسانی،منابع مالی و فیزیکی،مدیریتی و ساختاری است.در ادامه پیشنهادهایی جهت برطرف کردن این موانع ارائه شده است.
According to the importance of the issue that knowledge and commercialization are highly effective on the progress and industrialization of countries، and considering the lack of proper utilization of scientific achievements and intellectual properties )including inventions، know-how، the development of software، etc.( in Iran due to the existence of barriers، the current study tries to identify and prioritize the existing barriers to the commercialization of scientific achievements in the country and to suggest recommendations for resolving them. For this purpose، first، the variables to measure these obstacles were extracted using the research literature review and interview with managers and experts and prepared in the form of a questionnaire. After confirmation of questionnaire validity and reliability، the questionnaire was distributed among statistical population. Then the data obtained from the questionnaire were analyzed. Finally، the results obtained from the current research showed that poor communication between universities and industry، shortage of research in come for researchers، lack of proper physical resources for research and lack of attention to the criterion of meritocracy in the selection of science and technology managers، are the most important barriers in cultural، human، financial and physical، managerial and structural dimensions، respectively. In the following، some suggestions to resolve such obstacles .are also presented.
