Abstract:
آگاهی از وضعیت دسترسی به فضاهای باز شهری برای اسکان موقت پس از زلزله، از مواردی است که میتواند در مدیریت بحران بسیار حیاتی باشد. شناسایی این نقاط پیش از وقوع زلزله سبب میشود مدیران در مقطع زمانی ناپایدار و غیرقطعی پس از زلزله تصمیمگیری منطقی داشته باشند. همچنین این مسئله تأثیر محدودیتهای خاص مکانی و زمانی آن مقطع را کمرنگتر میکند. در مطالعة حاضر، به ارزیابی چگونگی دسترسی شهروندان شهر گرگان به فضاهای باز شهری پرداخته شده است. بدینمنظور از الگوریتم ژنتیک برای حل مسئلهای مکانمحور که دادههای ورودی آن از GIS گرفته شده، استفاده شد. در زمینة تخصیص بهینة مکان در محیط GIS، دو سناریوی سختگیرانه و سهلگیرانه با اعمال و بدون اعمال محدودیت انسداد راه مدنظر قرار گرفتند؛ از اینرو برای سناریوی اول 48 قطعه و برای دیگری 153 قطعه زمین بهعنوان زمینهایی با قابلیت بالقوة اسکان موقت درنظر گرفته شد. در زمینة حل مسئلة تخصیص با استفاده از الگوریتم ژنتیک نیز با اعمال تغییرات در پارامترهای حل مسئله و در قالب دو سناریوی فوق، شش گزینة مختلف انتخاب شدند که کمترین مقدار هزینة انتقال جمعیت از مراکز بلوکهای جمعیتی را به فضاهای باز داشتند. با پذیرش احتمالیبودن شرایط پس از وقوع زلزله، نتایج کلی پژوهش نشان میدهند در صورت وقوع زلزلة شدید با احتساب انسداد راه در حالت سختگیرانه، 24 و در حالت سهلگیرانه، 35 درصد از جمعیت به فضاهای باز دسترسی دارند. این موضوع در سناریوی سهلگیرانه بهترتیب 35 و 47 درصد خواهد بود. نتایج حل مسئلة هاب با استفاده از الگوریتم ژنتیک نیز مشابه حالات سهلگیرانه و سختگیرانه بدون احتساب انسداد راه است.
Awareness of citizens' access to urban free spaces at post-earthquake period can be critical for crisis management. Identifying these points at pre-earthquake period can lead to reasonable decision at an unstable and uncertain time of post-earthquake. In the present study, the process of access of citizens of Gorgan to urban free spaces in the post-earthquake period has been evaluated. For this purpose, an Integrated combination of GIS and genetic algorithm have been used. Regarding to the optimal allocation in the GIS environment, two flexible and non-flexible scenarios with and without consideration of road blocking constraints were considered. For this purpose, for the first scenario, 48 pieces of land and for the second scenario, 153 pieces of land were considered as destination points. In solving the allocation problem using the genetic algorithm, six different scenarios with the lowest cost of population transfer from origin points (demographic block centers) to destination points (free spaces) were considered. By accepting the assumption of probabilistic conditions at post-earthquake, the general results of the research show that in the event of an intense earthquake, by according to blocking road in a non-flexible condition, 24% and in a flexible condition, 35% of the population has access to free spaces. This value in the flexible scenario would be 35% and 47% respectively. The results of hub problem solving by genetic algorithm are similar to the flexible scenario without considering the blocking roads.
